About The Position

This position is responsible for ensuring the safe and efficient operation of the Railroad in compliance with established procedures and the Book of Rules. The incumbent will assist in providing training across various crafts and must be available to respond to emergency situations at any time, requiring 24/7 availability. The role includes conducting disciplinary proceedings in accordance with the appropriate Collective Bargaining Agreements, as well as interpreting and applying provisions of multiple labor agreements. The incumbent must also demonstrate the ability to interact effectively with the public and outside agencies.

Requirements

• A bachelor’s degree from an accredited college in Transportation Management or a satisfactory equivalent
• five (5) years of full-time related experience
• three (3) years must have been in a managerial/supervisory capacity
• Knowledge of Mass Transit/Railroad Operations, Labor Relations, and Public Relations
• Knowledge of personnel and employment policies
• Knowledge of Staten Island Railway System
• Strong adaptability and change management skills
• Excellent verbal and written communication skills
• All selected candidates will be subject to a full background investigation that includes employment and education.

Responsibilities

• Supervise train dispatchers, agent/operators, conductors, engineers, and clerical staff.
• Train operating personnel and oversee terminal operations.
• Respond to public dissatisfaction and complaints by investigating issues and resolving problems.
• Approve and verify records, time sheets, reports, and related documentation.
• Conduct operational testing of operating employees.
• Direct the SIR safety function, including developing accident prevention programs and conducting on-site accident investigations and pre- and post-site safety reviews.
• Develop strategies to reduce accidents and associated costs.
• Recommend procedural changes to foster a safer workplace.
• Manage procedures to ensure compliance with safety rules and regulations.
