About The Position

The Deputy Project Manager will support the Texas Department of Licensing and Regulation (TDLR) on the Legacy Systems Replacement Project (LSRP). This role works closely with the LSRP Project Manager and the Manager of the Project Management Office (PMO) to perform complex to advanced project and contract management work. The Project Manager will lead and coordinate cross-functional workstreams spanning the full project lifecycle, from requirements gathering through system integration, data migration, testing, and software rollout. The role also involves developing project reports and executive dashboards to support transparency, along with supporting contractor deliverables, change requests, invoicing, budget tracking, and maintenance and operations (M&O) activities.

Requirements

  • 10 years of full-time experience managing large, complex IT modernization projects throughout all development phases, from inception to Maintenance & Operations, including structured design, project estimation, scope control, risk mitigation, and corrective action planning.
  • 10 years of experience leading and coordinating cross-functional project activities, establishing project goals, analyzing complex data, and executing executive-level communication, negotiation, and facilitation.
  • 8 years of experience reviewing, analyzing, and evaluating complex business systems and user/stakeholder needs, and executing Business Process Reengineering (BPR) and process mapping to streamline operations.
  • 5 years of experience utilizing the Texas Project Delivery Framework methodology.
  • 5 years of experience documenting detailed requirements for enterprise IT solutions while simultaneously consolidating requirements across geographically dispersed program areas with varying business needs.
  • 5 years of experience leading and orchestrating comprehensive User Acceptance Testing (UAT) cycles for large-scale enterprise IT rollouts, including establishing testing entry/exit gate criteria, managing business unit validation schedules, and tracking defect resolution.
  • 5 years of experience designing, scheduling, and orchestrating comprehensive end-user training strategies for enterprise-wide software rollouts, including utilizing the Train-the-Trainer (TTT) methodology to upskill internal business units and regional division staff.
  • 3 years of experience working with the Texas Department of Information Resources (DIR) and Data Center Services (DCS), specifically including the implementation of cloud-based solutions.
  • Candidates must currently reside within 50 miles of the Austin, Texas work location.

Nice To Haves

  • 5 years of direct experience managing Salesforce implementation or migration projects within a government or highly regulated licensing environment.
  • 4 years of experience coordinating UAT specifically for Salesforce or major cloud SaaS platform implementations, including managing sandbox testing environments, validating user-story acceptance criteria, and organizing cross-functional end-user testing groups.
  • 4 years of experience managing organizational change readiness and end-user training specifically for Salesforce or modern cloud-based CRM systems, including compiling role-based training artifacts, coordinating sandbox training environments, and tracking user adoption.
  • 4 years of experience working directly with a Texas State Agency as an employee or contractor in a dedicated Project Manager role.
  • Active Project Management Professional (PMP) certification.
  • 3 years of experience managing Agile or Hybrid (Waterfall/Agile) project delivery teams, particularly for cloud SaaS implementations.

Responsibilities

  • Serve as Deputy Project Manager supporting the LSRP Project Manager and PMO Manager on complex to advanced project and contract management activities.
  • Lead and coordinate cross-functional workstreams across the entire project lifecycle.
  • Facilitate requirements-gathering sessions with project stakeholders.
  • Manage system integration and data migration efforts.
  • Oversee comprehensive software testing cycles, including User Acceptance Testing (UAT).
  • Coordinate and support software rollout activities.
  • Develop project reports and executive dashboards to ensure transparency.
  • Assist with review and management of contractor deliverables and change requests.
  • Support invoicing and budget tracking functions.
  • Support maintenance and operations (M&O) activities.
