About The Position

The Deputy Program Manager supports program operations for Empower AI’s government IT service delivery work in Quantico, Virginia. The role acts for the Program Manager in their absence, with authority to make contract-related decisions, and serves as the alternate contractor representative to the Contracting Officer’s Representative (COR). It supports daily operations, delegates responsibilities across functional leads, and maintains continuity across the support footprint serving approximately 13,000 personnel at 167 field sites. The Deputy Program Manager partners with the Program Manager to deliver services consistently and comply with all Performance Work Statement (PWS) requirements. The position applies ITIL 4 practices aligned with ISO 20000-1:2018, coordinates program meetings and reporting, oversees service metrics and improvement efforts, resolves cross-functional issues, and supports surge planning and cleared-personnel decisions. The role requires an active PMP, DoD 8570/8140 IAM Level III certification, ITIL 4 currency, and a TOP SECRET clearance with SCI eligibility. The position is onsite. The stated base salary range is $147,000 to $227,520 per year.

Requirements

TOP SECRET security clearance with SCI eligibility; favorably adjudicated T5 or T5R, within investigation scope or currently enrolled in Continuous Evaluation/Continuous Vetting.
Active Project Management Professional (PMP) certification.
DoD 8570/8140 IAM Level III certification.
Current ITIL 4 framework administration credentials.
Demonstrated Program Manager or Deputy Program Manager experience in DoD/IC enterprise IT service delivery environments.
Strong customer service orientation and ability to engage senior Government customers.
Proven analytical, problem-solving, and decision-making abilities.
Excellent written, oral, and interpersonal communication skills.
Demonstrated leadership of geographically dispersed teams.
Team-oriented approach and ability to work collaboratively.
Minimum eight years of recent experience, within the last 15 years, managing complex projects similar in size, scope, and complexity to the contract requirements.
Minimum eight years of experience as a Program Manager in a DoD or IC environment in a subject area related to the contract, including program/project leadership of enterprise-level IT service delivery.

Prior similar DoD agency experience.

Responsibilities

Act for the Program Manager in their absence with authority to make contract-related decisions and serve as the alternate primary contractor representative to the COR.
Support day-to-day operational management across all functional service areas.
Manage geographically dispersed staff with varying skill levels in a multi-site service delivery environment.
Apply ITIL 4 frameworks to establish, maintain, and enforce documented staff practices aligned with ISO 20000-1:2018.
Coordinate program-level meetings, reporting cycles, and stakeholder engagements.
Support development of contract deliverables, including IPR materials and monthly reports.
Oversee program metrics, including AQL monitoring and Customer Support Metrics Dashboard (CSMD) reviews, and support continuous service improvement.
Coordinate cross-functional issue resolution among service desk, communications support, service management, and risk management functions.
Support surge response planning and execution under PWS Task 16 and assist the Program Manager with cleared-personnel resource decisions.
Maintain DoD 8570/8140 IAM Level III certification currency.
Delegate program responsibilities to functional leads and ensure consistent program execution discipline.
Support consistent execution of service delivery commitments and compliance with PWS requirements across approximately 13,000 personnel and 167 field sites.
