The Deputy Program Manager will lead a dynamic team that provides IT support, maintenance, operations, logistics, and engineering services to help ensure the secure, reliable, and uninterrupted availability of INL/A Management Information Systems. This role will lead and facilitate agile practices in support of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A), and provide essential technology services in support of their missions to sustain the national security and economic interests of our nation.

Requirements

  • Bachelor's Degree
  • Education requirement may be substituted with 7+ years of relevant experience.
  • 5+ years of experience as a Project Manager or Scrum Master.
  • CAPM or higher program management certification is required.
  • Certified Scrum Master, SAFe Scrum Master, Professional Scrum Master, or similar Scrum certification is required within 90 days of hire.
  • Secret clearance required.
  • Proven experience leading dynamic teams.
  • Experience managing project costs, schedule, and scope.
  • Ability to motivate and lead a high-performing team, attract recruits, and retain highly qualified staff.
  • Must possess strong leadership and organizational skills
  • Proficiency with Agile project management tools (e.g., Jira, Trello, or similar).
  • Detailed knowledge of agile processes.
  • Strong interpersonal skills demonstrating comfort in coordinating a large agile team.
  • Strong communication skills- verbal, written, listening, and presentation.

Nice To Haves

  • PMP Certification is highly desired.

Responsibilities

  • Manage operational aspects of program activity, including cost, quality, and schedule.
  • Plan, organize, direct, and guide the activities of team members.
  • Ensure adherence to quality standards and review project deliverables.
  • Facilitate agile practices, including stand-ups, backlog refinement sessions, sprint planning sessions, and retrospectives.
  • Lead and facilitate scrum meetings and eliminate blockers (PI Planning, Retrospectives, Daily Stand-ups, Demos, etc.).
  • Lead and build relationships to encourage collaboration, transparency, and innovation across a cross-functional Agile software development team supporting CI/CD.
  • Lead the end-to-end project management process for technology and software development projects, including initiation, planning, execution, monitoring, and closure.
  • Promote Agile quality practices, coordinate across organizations, and serve as a resource to answer questions.
  • Monitor project progress by tracking activity, resolving problems, publishing progress reports, and recommending actions.
  • Prepare technical reports by collecting, analyzing, and summarizing information and trends.
  • Track and report on team progress using Agile metrics such as burndown charts and velocity.
  • Work directly with senior-level client leadership teams in client-delivery engagements.
  • Participate in hiring and onboarding.
  • Review and approve employee timecards.
  • Travel may be required for special projects. (CONUS, OCONUS)
  • Other duties as assigned.
