About The Position

ISN is actively seeking an experienced Deputy Program Manager (DPM) to support the Program Manager in the overall management, administration, and successful execution of a federal credential issuance and maintenance program supporting Homeland Security Presidential Directive-12 (HSPD-12) requirements. The DPM assists in overseeing daily operations, workforce management, quality assurance, and contract performance while serving as the designated alternate to the Program Manager.

Requirements

  • Minimum of seven (7) years of experience supporting federal government programs or projects.
  • Minimum of three (3) years of experience in a supervisory, management, or team lead capacity.
  • Experience supporting credentialing, identity management, personnel security, access control, or related federal security programs.
  • Experience managing or coordinating operational teams in a high-volume service delivery environment.
  • Experience supporting contract performance management, staffing, scheduling, and reporting activities.
  • Experience interacting with Government personnel and stakeholders.
  • Knowledge of HSPD-12, FIPS 201, Personal Identity Verification (PIV) credentials, and federal Identity, Credential, and Access Management (ICAM) concepts.
  • Strong organizational, leadership, and interpersonal skills.
  • Ability to coordinate multiple operational activities simultaneously while meeting deadlines.
  • Strong written and verbal communication skills.
  • Ability to analyze operational data and identify opportunities for process improvement.
  • Proficiency with Microsoft Office Suite and reporting tools.
  • Ability to work independently and as part of a team in a dynamic operational environment.
  • Must be able to obtain and maintain a Public Trust clearance or higher-level federal security clearance as required by the contract.
  • Must successfully pass all required background investigations and suitability determinations.
  • Ability to travel occasionally to support program operations, meetings, and site visits.
  • Ability to handle sensitive and confidential information with discretion.
  • Must comply with all federal security, privacy, and information protection requirements.
  • Ability to effectively interact with Government officials, contractor personnel, and stakeholders at all levels.

Nice To Haves

  • Experience supporting geographically dispersed operations and personnel is preferred.
  • Project Management Professional (PMP), Certified associate in project management (CAPM), or equivalent certification.
  • Experience supporting enterprise credential management systems or identity management programs.
  • Experience supporting federal credential issuance and maintenance operations.
  • Familiarity with quality assurance, performance management, and workforce oversight processes.

Responsibilities

  • Assist the Program Manager in directing and overseeing leadership and management for credential issuance, maintenance, and identity verification operations support within the ICAM HQ Washington DC office and coordinate activities with on-site COR.
  • Serve as Acting Program Manager in the absence of the Program Manager.
  • Coordinate day-to-day credential issuance and maintenance activities to ensure compliance with contract requirements and performance standards.
  • Support oversight of credential lifecycle activities, including enrollment, identity proofing, issuance, activation, maintenance, renewal, replacement, suspension, and revocation of credentials.
  • Manage contract registrar movement in the field and replacement of government-issued equipment.
  • Attend ICAM task order meetings and document minutes.
  • Ensure that contractor personnel attend the appropriate ICAM meetings and documents meeting minutes for each meeting they attend.
  • Prepare daily card actions report for each credentialing specialist and submit to ICAM COR next business day.
  • Ensure credentialing site personnel are trained and complete the USAccess hands-on Registrar and Activator training.
  • Support the development and maintenance of project documents, which include documents that describe the work performed, travel budget monitoring, and expenditure reporting, weekly and monthly status reports, quality control processes, operational plans and other documents as assigned.
  • Monitor operational performance and support implementation of corrective actions to address performance issues.
  • Assist in managing contract personnel, site leads, and credentialing staff supporting multiple operational locations.
  • Support workforce planning, staffing, scheduling, onboarding, and training activities.
  • Ensure adherence to HSPD-12, FIPS 201, NIST guidance, agency policies, and applicable federal regulations.
  • Monitor performance metrics and prepare reports, dashboards, and status updates for Government stakeholders.
  • Identify operational risks and recommend mitigation strategies.
  • Support program reviews, customer meetings, and executive briefings.
  • Ensure proper handling and safeguarding of Personally Identifiable Information (PII) and sensitive information.
  • Work Force Management program showing all stations, and status of each credentialing specialist in real-time.
