About The Position

We are seeking a Deputy Program Director, Capital Portfolio to provide technical management and program integration leadership within the Laboratory Infrastructure Program. Reporting directly to the Senior Director for Capital Planning, the Deputy Program Director helps lead LLNL’s overall capital planning process and disciplined execution of mission-focused infrastructure investments and recapitalization priorities. The Deputy’s primary focus is Recapitalization (RECAP) project execution, including cross-project coordination, performance monitoring, change control support, and preparation of leadership and NNSA-facing deliverables. The role also supports capital planning for line-item projects, helping translate mission needs into coherent plans, schedules, and decision-ready materials. This position leads technical teams providing capital projects with budgets in excess of $100M, delivering integrated products that align scope, cost, schedule, and risk with mission priorities. This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

Requirements

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in science, engineering, or related technical discipline, or equivalent combination of education and related experience.
  • Extensive experience leading or coordinating execution of complex infrastructure, facilities, or equipment efforts.
  • Extensive experience providing leadership over technical teams driving results through influence, coordination, and disciplined follow-through, without relying on direct line authority.
  • Extensive knowledge of infrastructure project delivery elements, including planning, design, acquisition, construction/installation, and commissioning/activation.
  • Extensive experience producing clear, executive-ready communications, including briefings, milestone status, decision papers, and action tracking.
  • Strong collaboration, facilitation, and problem-solving skills; ability to operate with limited direction in a high-visibility environment.

  • PMP certification and/or project controls experience (schedule, cost, risk, performance reporting).

Responsibilities

  • Provide technical management for RECAP portfolio execution, with oversight of planning, execution, and performance management across projects to support mission delivery.
  • Lead and coordinate technical teams and Integrated Project Teams (IPTs) to develop and maintain integrated views of scope, schedule, cost, risk, and key dependencies.
  • Monitor and synthesize project and portfolio performance against milestones and deliverables; identify issues, drive corrective actions, and elevate decision points to senior leadership.
  • Lead development of monthly milestone reports, executive briefings, decision packages, and responses to data calls for internal leadership and federal stakeholders.
  • Serve in a technical management role for governance and change management, including preparation and evaluation of funding, cost, and schedule change proposals, and delegated leadership and decision support to the RECAP Change Control Board processes (including acting as an alternate/approver as designated).
  • Partner across LLNL directorates, programs, and operations communities to ensure recapitalization work is aligned with execution strategy, resource constraints, and mission priorities.
  • Lead capital planning activities for line-item projects, including development of planning artifacts, sequencing strategies, and integration of requirements into executable capital approaches.
  • Establish and apply analytical and project controls methods to improve predictability and transparency of outcomes, including development of performance metrics, dashboards, and risk-informed prioritization inputs.
  • Collaborate with other sites on benchmarking activities and lessons learned, as applicable.
  • Perform other duties as assigned.
