About The Position

The Deputy Inspector General (IG) – Investigations will further the mission of the Office of Inspector General (OIG) to investigate workplace violence and identify and eliminate fraud, waste and abuse throughout SEPTA. They will lead a team of 7+ inspectors and detectives(hereinafter “investigators”) covering SEPTA’s mission in public transportation. They will respond to complaints and allegations made against SEPTA employees and contractors, as well as misconduct where SEPTA is the victim. They will oversee the planning, conducting and timely resolution of investigations.

Requirements

• Bachelor’s Degree
• A minimum of twenty (20) years of experience which includes federal law enforcement experience as an investigator conducting criminal investigations in the area of white-collar financial crimes and/or public corruption, as well as violent crime, and five (5) years of supervisory experience of law enforcement personnel required.
• An appreciation to support the mission of public transportation required.
• Valid driver’s license required.
• Obtain and maintain a Pennsylvania License to Carry Firearms (under 18 Pa.C.S. § 6109) and/or a Qualified Retired Law Enforcement Officer Card (under 18 U.S.C. § 926C) prior to start of employment.
• Strong knowledge and application of investigative techniques to obtain relevant information, including public sources, online databases, bank records, video, electronic evidence (e.g., computers and cell phones) required.
• Demonstrated ability and experience in supervising investigators and conducting interviews required.
• Excellent written and verbal communication skills, with demonstrated ability to prepare coherent reports and present those reports required.
• Strong editing skills when reviewing reports of supervisees required.
• Ability to interact with all levels of employees, from staff to executives required.
• Strong computer skills utilizing MS Word, Power Point, and Excel required.
• Must be in excellent physical condition and emotional stability.

Responsibilities

• Manages OIG investigations, evaluates complaints, assigns cases to investigators and supervises their caseloads effectively to ensure excellence and timely and efficient disposition of matters.
• Conducts in-depth, sometimes adversarial interviews, drafting affidavits for arrest and searches and seizures, conducting arrests and searches, engaging in surveillance, participating in undercover operations, extensive record reviews, liaison with other law enforcement agencies, and serving subpoenas.
• Reviews and prepares written communications regarding matters under investigation, including interview reports, affidavits, correspondences, internal memos, and investigation reports. Ensures that investigative reports are factually precise, uniformly coherent, timely and persuasive.
• Leads and supervises inspections, evaluations and reviews, along with other Deputy IGs, auditors, and compliance staff, when appropriate. Provides assistance and expertise to audit and compliance staff in conducting audits, reviews and inspections. Partners on cases, evaluations, reviews, inspections and projects with auditor and compliance staff when appropriate to reduce exposure to identify risk and to detect fraud.
• Prepares reports based on investigations, inspections, evaluations and reviews to assist executive management in identifying organizational issues or trends impacting effectiveness and/or making recommendations to management for corrective action.
• Possesses familiarity with and adherence to the requirements of the Principles and Standards for Office of Inspector General (Green Book), including report writing, staff qualifications and supervision. Establishes protocols to ensure that investigators comply with Green Book standards when conducting investigations, issuing reports, preparing Investigation Plans, documenting case files, etc.
• Assists in the preparation of the OIG Quarterly Reports, or other required reporting.
• Assists in maintaining the OIG website, including investigative reporting, and monitoring and handling tips and complaints received from the website.
• Ensures appropriate staffing to accomplish the departmental goals, motivates a staff with diverse professional skills to perform consistently with high standards and supervises the investigators on each investigation.
• Plans and conducts trainings for investigator staff. Ensures that staff attends appropriate trainings and Continue Professional Education (CPEs) to fulfill Green Book requirements.
• Evaluate investigative evidence and determine appropriate charging recommendations to present to management for administrative violations and prosecutors for criminal violations.
• Assists in the development of the annual budget for the OIG and manages operations to maintain performance within the budget.
• Acts as a liaison with other law enforcement agencies and refer cases to, and partner with, external local, state and federal law enforcement and prosecutorial agencies.
• Communicates and briefs executive management on investigations, when appropriate.
• Possesses a willingness and desire to work primarily in the office. Handles case assignments when desirable. Participates in searches, surveillance, interviews, etc., as necessary.
• Performs timely employee reviews, including routine feedback, mentoring and coaching staff.
• Ensures Investigative Division is prepared for external peer review of OIG operations.
• Possesses knowledge of applicable criminal laws pertaining to fraud violations, corruption, integrity, as well as violent offenses (e.g., assaults, firearms, narcotics, etc.).
• Complies with all Authority and departmental policies and procedures, including safety and security. Responsible for personal safety and is encouraged to promote the safety of others.
• Performs other duties and special assignments for the Inspector General, as requested. Delegation of Inspector General authority, when necessary.
