About The Position

This position is responsible for the management and supervision of the Fire and Life Safety Division of the Fire Department. In the absence of the Fire Marshal, this role may function on incident management teams as a safety officer during emergency operations. The employee may be required to respond to disasters, natural or man-made, to serve the citizens of Statesville and meet organizational needs, which may involve performing duties beyond this job description. Requirements

High School diploma or GED.
Five (5) years of experience with the Statesville Fire Department.
Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.
NC Firefighter II Certification.
NC Emergency Medical Technician – Basic or NREMT-Basic Certification.
NC Emergency Vehicle Driver.
NC Hazardous Materials Responder Level I Certification.
NIMS 100, 200, 300, 400, 700, and 800.
NC FIT Class.
NC Inspector Level II Certification.
NC Fire Officer I & II Certification.
NC Instructor Level I and/or Fire Life Safety Educator I.
Must meet and maintain minimum training and experience qualifications for the position as established by the department.
Thorough knowledge of the fire department and city operations, budgeting, policies, and procedures.
Thorough knowledge of fire prevention codes, practices, and policies.
Thorough knowledge of modern principles and techniques for fire prevention, including inspection methods, fire hazards, and methods of eliminating hazardous conditions.
Thorough knowledge of modern management principles and practices.
Knowledge of current computer technology applications relating to the position.
Ability to prepare clear, concise reports and guide divisional sections with reporting needs.
Ability to analyze, interpret, and accurately check building plans and specifications for compliance with fire codes, ordinances, and regulations.
Ability to react quickly, effectively, and professionally in emergency situations and major disasters.
Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with colleagues, other departments, supervisors, and the general public.

Nice To Haves

Required after January 1, 2027: associate or bachelor’s degree from a college or university, or completion of a Fire Service Management Certificate from an accredited institution.

Responsibilities

Assists in managing and supervising work schedules and plans for Fire and Life Safety Division employees.
Conducts informal and formal performance appraisals and evaluations.
Works with the assistant chief to develop divisional operating and capital budgets.
Manages the operations and activities of the construction plan review and fire investigations.
Ensures fire and life safety efforts reach targeted citizen areas to meet preventative educational needs.
Consistently enforces discipline to maintain a high standard of efficiency.
Assists in monitoring all reports developed by employees and ensures all related documents are forwarded to the appropriate individual.
Supports the Fire Marshal in managing the investigation of all fires of serious nature or with injuries or fatalities, and in cases where arson is suspected.
Assists in the coordination of all major fire investigations to ensure that reports are accurate for court testimony; employees may be required to testify in court regarding fire investigations.
Recommends appropriate training to carry out the daily functions of each assignment.
Reviews literature for current trends and developments in the fields of code enforcement principles, technology, and standards for each divisional section.
Aides Fire Marshal in managing fire and life safety activities that deal with other city departments, in addition to local, state, and federal agencies.
Maintains physical fitness by actively participating in PT training.
Performs other duties as assigned.
