About The Position

Under general supervision of the Fire Chief, this position serves in a leadership role and assists in the day-to-day operations and administrative functions of the Fire Department. Additionally, this role assists with managing the delivery of fire services and emergency medical services to the community. Requirements

  • Current Firefighter II and EMT-Paramedic certifications are required.
  • Out of State applicants will be considered; however, Ohio certification required prior to appointment.
  • Minimum five years' experience as a full-time officer with Fairfield Fire Department, or five years' full-time, career experience in an organized fire department as a Fire Lieutenant or higher rank.
  • Full-time, career experience is defined as being enrolled in a defined benefit pension plan.
  • Knowledge of and experience in the National Incident Management System (NIMS), knowledge of and familiarization with NFPA standards, knowledge of, training in, and experience in training techniques and procedures.
  • Must be able to make independent judgments and requires leadership skills, organizational skills, analytical skills, interpersonal skills, and excellent oral and written communication skills.
  • Basic computer skills in word processing, spreadsheets and presentation software.
  • Must maintain a valid driver's license and be insurable by the City's Insurance provider throughout employment.
  • Depending on assignment, may be required to obtain and maintain certification as a Fire and EMS Instructor, Certified Fire Safety Inspector, and/or Hazardous Material Technician.
  • The Deputy Fire Chief must maintain primary residence that allows for a drive time of thirty (30) minutes or less to one of the City of Fairfield Fire Stations and will be required to be on an on-call rotation or regular assignment that requires 24/7 availability to respond to incidents.

Nice To Haves

  • Associate's or Bachelor's Degree in a related field and/or Ohio Fire Executive Officer Program or National Fire Academy Executive Fire Officer completion is preferred.
  • An equivalent demonstrated combination of experience and education may be considered.
  • Significant experience in the oversight of Fire and EMS Operations, Human Resources and Labor Relations matters, or Code Enforcement and Plan Reviews.
  • Certified Fire Inspector
  • Experience with budget administration, data analytics, or platform administration (ie: RMS, LMS, scheduling software)
  • Blue Card Command Certification
  • Experienced Fire and EMS Instructor

Responsibilities

  • Lead and manage the employees of the Department in all aspects of fire suppression and emergency medical services including, but not limited to training and development, fire prevention, code enforcement, risk management and fire investigations through appropriate delegation of duties and responsibilities.
  • May be assigned to oversee a function or division of the Fire Department on a regular or short-term basis at the Fire Chief's discretion.
  • Assist in the development and management of the annual operating and capital budget.
  • Develop programs and recommend apparatus and equipment utilized in the Department.
  • Serve as the Department's liaison to other City departments as well as state, county or City agencies as they relate to fire and emergency medical services.
  • Serve as a member of standing committees on a regular or as-needed basis.
  • May be designated to serve as Acting Fire Chief with authority to perform all functions and responsibilities of the Fire Chief in his/her absence.
  • Respond to fire, EMS and other emergency situations as appropriate and perform essential functions of a Firefighter and/or Paramedic as required, being primarily responsible for management of incident scenes.
  • Shall serve as Incident Commander on incidents when necessary.
  • Serve as on-call officer on a rotational and/or as needed basis.
  • Develop and direct implementation of operational policies and procedures to meet community needs.
  • Assure compliance with local, state and federal laws/regulations for the protection of citizens and their property and the safety of Fire personnel.
  • Provide recommendations on employee actions including hiring, shift assignment, promotion, discipline and termination.
  • Issue instruction and direction to lower-ranking officers and non-supervisory personnel, including those employed by the Department on a regular, short-term, or part-time basis.
  • Conduct performance evaluations of subordinate supervisors and employees.
  • When assigned, will be responsible for conducting investigations of employee misconduct and recommending and administering disciplinary action.
  • Preparation of reports and data collection for use during collective bargaining with employee units.
  • May serve on the management team during the collective bargaining process and administers collective bargaining agreements.
  • Participate in meetings, seminars, and events, etc., as appropriate.
  • Other responsibilities as deemed necessary by the Fire Chief and/or City Manager.
