Under general direction of the Finance Director, this role plans, organizes, manages, and directs the City's Capital Finance and Construction Management Division. The position is responsible for financial planning, budgeting, accounting, reporting, contract compliance, grant administration, debt financing, and fiscal oversight of all capital improvement projects, project ledger, utility infrastructure, facilities, streets, parks, airport improvements, and other capital assets. The role requires close collaboration with Public Works, Engineering, Utilities, Building, Planning, and Fire Permitting, as well as consultants, contractors, and funding agencies to ensure projects remain financially sustainable and compliant.
