About The Position

Reporting to the Director of the Engineering Audit Bureau (EAB), this position serves as the Deputy Director of the Engineering Audit Bureau. The role involves supervising and conducting audits of payment vouchers for construction, equipment, and related consultant service contracts to ensure compliance with contractual requirements, Comptroller’s Directives, and audit standards and timelines. The Deputy Director will review Design & Construction Contract Change Orders and coordinate with the EAB Director to establish procedures and policies for EAB staff. This includes monitoring for compliance with standards, recommending controls for corrective actions, and preserving the integrity of the payment process by ensuring work performed or goods received align with specifications, industry standards, PPB Rules, and applicable State and Federal regulations. The position directs a staff of engineering, accounting, analytical, and clerical employees and performs related managerial duties such as preparing status/management reports, attending meetings, and providing performance evaluations.

Requirements

  • Must be permanently serving in the Administrative Management Auditor title, or be reachable on the most current Administrative Management Auditor exam list.
  • A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in auditing, accounting, finance, economics, statistics, law, quantitative or qualitative research methodology, mathematics, data science, management, public or business administration, computer science/information technology, or a related field.
  • Five years of full-time experience in performance auditing according to Generally Accepted Government Auditing Standards (GAGAS), information technology auditing, internal auditing and/or financial auditing.
  • At least 18 months of which must have been in a managerial or executive capacity or in the supervision of several teams of auditors.

Responsibilities

  • Preserves the integrity of the payment process by ensuring that work performed or goods received are in accordance with specifications and industry standards, PPB Rules, and applicable State and Federal regulations.
  • Directs a staff of engineering, accounting, analytical and clerical employees performing duties related to the above functions.
  • Performs related managerial duties including, but not limited to, preparing status/management reports, attending various meetings with division personnel, and providing performance evaluations for EAB staff.
