About The Position

The Family Independence Administration (FIA) provides temporary assistance to individuals and families facing social service and economic challenges, aiming to help them achieve self-sufficiency through various programs. The Deputy Director of a Family Independence Administration Job Center, under the guidance of the Benefits Access Center Director, is responsible for overseeing Case Management, Case Establishment, and Case Support units. This role involves directing and supervising staff to facilitate eligibility determinations for public assistance benefits and manage employment-related activities to promote participant self-sufficiency. The position is adaptable across different FIA Benefits Access Centers and specialized locations, including the Family Services Call Center, Union Square Job Center, Refugee Job Center, and Residential Treatment Services Center.

Requirements

  • A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience in providing employment-related services or economic support services to persons in need, with at least 18 months in a supervisory or managerial capacity.
  • A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to the above, with at least 18 months in a supervisory or managerial capacity.
  • Education and/or experience equivalent to the above.
  • Candidates must have at least a four-year high school diploma or its educational equivalent.
  • At least 18 months of supervisory or managerial experience.

Nice To Haves

  • College credits from an accredited college or university may be substituted for experience on the basis of 30 semester credits for one year of work experience.

Responsibilities

  • Manage the activities of Family Independence Administration Benefits Access Center staff involved in resolving public assistance client appeals, ensuring Agency requirements for case status changes (opening, reopening, denial, closing) are met to prevent financial loss and ensure compliance with mandated signage.
  • Manage all aspects of public assistance application and recertification processes, ensuring adherence to eligibility rules and timely processing to improve Fair Hearing Win rates and maintain payment accuracy.
  • Assist the Benefits Access Center Director in overseeing various program components within the Family Independence Administration Benefits Access Center/Model Office, including specialized centers for populations like veterans, refugees, and those in residential treatment, to minimize wait times and enhance self-sufficiency.
  • Determine training needs for Job Center staff, oversee the planning and development of training curriculum, monitor and evaluate training programs for effectiveness, and manage staff development initiatives.
  • Supervise the implementation of Welfare Reform initiatives, emphasizing work over welfare, individual responsibility in seeking employment, and utilizing community resources to help public assistance recipients achieve self-sufficiency.
  • Evaluate the legality and appropriateness of case actions through management audits of public assistance and food stamp processes, ensuring compliance with Federal, State, and Agency regulations, and adherence to error/fraud reduction programs.
  • Oversee proper referrals to the Office of Child Support Enforcement and other external agencies (e.g., SSA, DFTA, ACS) in consultation with Human Resources staff.
  • Monitor the Fair Hearing process, work to improve the Fair Hearing Win rate, provide supervision and leadership to center employees, and ensure timely compliance with Fair Hearing decisions.
  • Manage the accuracy and timeliness of data entered into centralized computer systems for public assistance and food stamp benefits, and report system issues to the Management Information System (MIS) for prompt technical support.
