The Deputy Director Policy, Partnerships and Inclusion (DD PPI) is a senior executive position responsible for Policy, Partnerships and Inclusion, encompassing policy engagement, government-to-government partnerships, institutional collaboration, GEDSI, community engagement, innovation, and governance. The role provides strategic portfolio-wide leadership, ensuring coherent and integrated policy reform, partnerships, inclusion, and stakeholder engagement approaches across the full KINETIK partnership (including the activities of all delivery partners such as multilateral banks and Australian Public Service partners). The role leads KINETIK's approach to policy and regulatory reform and policy dialogue with Government of Indonesia, including supporting KINETIK’s Government-to-Government (G2G) partnerships, and ensuring Australian Public Service (APS) partner contributions are effectively integrated into program planning, governance, delivery and learning alongside directly delivered technical assistance. The role is accountable for ensuring that KINETIK delivers a credible, inclusive, strategically aligned and sustainable policy and partnerships portfolio that supports climate-resilient and inclusive development outcomes. The role is accountable for setting the strategic direction and performance of Policy, Partnerships and Inclusion across the KINETIK portfolio, ensuring that policy reform, partnerships, inclusion, and institutional engagement activities progress from early-stage engagement and relationship building through to implementation, institutional strengthening, sustainable systems change, and integration with financing and delivery pathways. This includes overseeing the development of coherent policy and partnership approaches aligned with Government of Indonesia priorities, DFAT objectives, and KINETIK’s EOPOs, and ensuring policy engagement is informed by implementation experience and delivery evidence, while policy priorities in turn shape financing and infrastructure delivery. This role is responsible for ensuring that policy, partnerships, inclusion, innovation, and community engagement functions are effectively sequenced and integrated end-to-end across the KINETIK portfolio. The DD PPI provides portfolio-level leadership across this function, including setting priorities, allocating resources, and monitoring performance. The DD PPI is accountable for embedding GEDSI, locally led development and sustainability across KINETIK. Technical execution of policy and partnerships activities is led by the Head of Policy and Partnerships, while technical execution of GEDSI and community engagement functions is led by the Head of Gender Equality, Disability Equity and Social Inclusion. This role is prioritised for suitably qualified Indonesian and international candidates with strong policy, partnerships, governance, and institutional engagement credentials and established networks with Government of Indonesia institutions, Australian Government agencies, development partners, and civil society stakeholders. Candidates with demonstrated senior leadership experience in policy reform, partnerships, inclusive development, institutional strengthening, or governance are strongly encouraged to apply. As a member of the Executive Leadership Team (ELT), the DD PPI contributes to strategic decision-making and program governance. The role coordinates closely with the Deputy Director Financing and Delivery and other senior leaders to ensure end-to-end coherence and integration across sector engagement, from policy and regulatory reform through to financing and delivery, and works closely with the Deputy Director Performance, Planning and Communications (PPC) to ensure governance processes are informed by program performance, MERLA evidence and adaptive management. The role leads engagement with DFAT on Policy, Partnerships and Inclusion matters. The DD PPI enables policy, partnerships, GEDSI, community engagement, and innovation Leads to engage across KINETIK on sector priorities, financing pathways, institutional collaboration, government-to-government partnerships, and inclusive development outcomes, and orchestrates cross-function sequencing where required.
