About The Position

Hanover County Government is seeking an experienced real estate assessment professional to serve as Deputy Director of Real Estate Assessments and play a key leadership role in the administration of a fair, accurate, and equitable property assessment program. As the County continues to experience strategic growth, it remains committed to directing development where infrastructure can support it while preserving agricultural lands, open space, and the character of its rural communities. This executive-level position offers the opportunity to apply advanced commercial and residential appraisal expertise while helping shape assessment practices, policies, procedures, and business operations that directly impact the community. This is an executive level professional position. The incumbent performs difficult and complex tasks to assist with the planning, directing and performance of the County’s appraisal and assessment processes.

Requirements

• Extensive knowledge of the modern principles and practices of real property assessment; methods and modern techniques of appraising real property; laws, rules and regulations covering real property appraisal and assessment, required.
• Excellent analytical skills and ability to make sound judgments.
• Excellent written and oral communication skills.
• Ability to establish and maintain effective working relationships with other departments, county staff, government officials and the general public.
• Bachelor’s degree in real estate, business administration, business management or a related field with at least eight (8) years of progressively responsible experience in real estate appraisal and assessment work involving both residential and commercial properties, with significant emphasis on commercial properties, including two (2) years in a supervisory capacity, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
• International Association of Assessing Officers (IAAO) Certified Assessment Evaluator (CAE) designation, or comparable assessing designation required.
• Must obtain valid Driver's License within 30 days of employment to be eligible to operate a county vehicle.

Nice To Haves

• Virginia Certified General Real Estate Appraiser License preferred.

Responsibilities

• Supervises employees, performing related human resource functions and completing necessary paperwork.
• Oversees and performs commercial/industrial new construction, reassessment and sales verification.
• Develops cost and income models for the CAMA system that reflect local market conditions.
• Analyzes work practices in all areas of the department; establishes and maintains department procedure manual, including business practices, code of conduct, and appraisal procedures.
• Works with and assists the Board of Equalization as required.
• Confers with taxpayers on assessment grievances.
• Assists director in planning and coordinating the County’s annual assessment process, monitor assessment ratio studies to determine the level of assessment equity throughout the County and to identify those areas where value changes may be needed.
• Prepares reports and makes presentations as needed.
• Performs related work as assigned.
