About The Position

The Deputy Director supports the Director in the development and implementation of internal and external programs, key initiatives, and community engagement activities. The role involves collaborating with a range of internal teams and external partners, while providing oversight for multiple departmental programs. Specifically, the incumbent is responsible for preparing reports and ensuring the effective communication of critical information to both internal and external audiences.

Requirements

  • Bachelor’s degree in Criminology, Business Administration, Commerce, Law, or related field.
  • Eight to twelve years of relevant work experience.
  • Fluency in Cree and English
  • Good knowledge of French.
  • Strong leadership, management and supervisory skills.
  • Good knowledge and understanding of Cree culture, customs and history.
  • Knowledge of justice frameworks, particularly as it relates to JBNQA, Justice Agreement, laws and regulations.
  • Capacity to adapt to interactions with varied stakeholders, both internal and external to the organization.
  • Proven success in maintaining strong communication, including the ability to facilitate effectively.
  • Proven ability to be discreet and maintain confidentiality.
  • Proven organizational and report writing skills.
  • Strong judgment and proven ability to problem-solve.
  • Demonstrated ability to work under pressure and to adapt to a changing environment.
  • Proficiency in Microsoft Office products.
  • Typical office setting where there are no unusual physical demands.
  • Willingness to travel regularly.
  • Must be able to pass provincial and federal security screening.

Responsibilities

  • Assist in the planning, development, monitoring and implementation of administrative processes and procedures for the department.
  • Lead service and program quality assessment and recommend improvements or changes to the Director.
  • Support the Director in preparing clear materials for Judicial Advisory Committee, leaders, staff, and the public and explain the implementation of justice, laws, calls to action, rights and agreements for the Cree Nation.
  • Oversee the development and implementation of information sessions and workshops for judicial stakeholders (judges and interveners) and Cree Community Justice Committees, focusing on Cree values, realities, and legal/judicial systems in alignment with JBNQA and Justice Agreement provisions.
  • Assist in the preparation of presentations before bodies on matters related to justice, law, rights, interests, policies, and services, when requested by the Director for Department and Chair of Judicial Advisory Committee.
  • Review media and research requests forwarded to the Department and transmit them to the Director in a timely manner.
  • Work with managers and staff, in collaboration with Human Resources, to address complaints related to harassment, inappropriate conduct, or conflicts of interest and other HR related requests.
  • Recommend processes or actions to the Director regarding complaints or operational issues that may arise.
  • Collaborate with the Manager of Strategic Planning to ensure that information collected in databases produce internal reporting related to indicators and generate external reporting for key stakeholders and government and is submitted to the Director.
  • Collaborate with the CAVAC Advisory Board on policies and their implementation.
  • Coordinate with the Finance team the annual application for CAVAC funding to be submitted to the Quebec Government each year, and any reporting associated with the funding agreement.
  • Provide support to the local justice committees administratively and with program, training and development needs.
  • Liaise with the Coordinators of Tiny Homes Communities and Almshouses to coordinate support for program development.
  • Work with the Manager of Strategic Planning to monitor deadlines, milestones, service quality, and public communications and tools.
  • Work with the Manager of Justice to maintain facilities, ensure policy compliance, and keep equipment functional and accessible.
  • Monitor departmental action plans with Managers, track progress on reporting and initiatives, and advise the Director on status and next steps.
  • Assist the Director with requests for travel, invoices, and purchase orders.
  • Plan yearly review meeting with Department and Judicial Advisory Committee.
  • Prepare Coordination Committee meeting agendas in collaboration with the Director and Managers.
  • Support the development and review of departmental and program policies, guidelines, and procedures with Managers and the Director.
  • Oversee the development of funding proposals, review with the Director prior to submission, and ensure required reporting is completed.
  • Ensure protocols for handling confidential or protected information are followed and obtain Director approval for any dissemination.
  • Directly supervise and lead direct reports and ensure effective supervision of others within the team.
  • Assist direct reports with the development of objectives and ensure that performance is aligned with team and individual objectives. Ensure that managers and/or supervisors within team are establishing objectives that are in alignment with departmental objectives.
  • Identify training needs and support training and development.
  • Conduct periodic performance evaluations for direct reports and assist managers and/or supervisors with performance evaluations.
  • Promote ongoing, effective and open communication with employees. Keep staff members informed of decisions that impact them and/or their unit.
  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.
