About The Position

The Cree Liaison Officer improves reentry services by analyzing current pathways, addressing service gaps, and strengthening cross-sector partnerships. This role supports system-level change to reduce recidivism and enhance outcomes for returning citizens. The liaison provides advocacy, referrals, and case management to help clients access housing, jobs, education, and healthcare, while coordinating with corrections, nonprofits, and service providers to promote successful reintegration.

Requirements

College diploma in Criminology, Psychology, Sociology or related field.
Three to Five years of relevant work experience.
Fluency in Cree.
Fluency in English.
Fluency in French.
Knowledge of justice, reintegration and rehabilitation programs.
Good knowledge and understanding of Cree culture, customs and history.
Good empathy and listening skills.
Customer-focused and service-oriented.
Proven ability to communicate effectively.
Proven ability to be discreet and maintain confidentiality.
Proven organizational and report writing skills.
Strong judgment and proven ability to problem-solve.
Demonstrated ability to work under pressure and to adapt to a changing environment.
Proficiency in Microsoft Office products.
Typical office setting where there are no unusual physical demands.
Willingness to travel frequently.
Must be able to pass provincial and federal security screening.

Responsibilities

Assist in the development or adaptation of services and programs at the sous-ministériat des services correctionnels du Québec to ensure they reflect the specific realities and needs of the Cree clientele.
Engage with Cree communities to identify and address reintegration needs and challenges.
Support the development or adaptation of reintegration programs, services, or activities for Cree offenders, aligned with their identified needs.
Assess the feasibility of establishing collaborative partnerships with Cree justice committees to develop and deliver culturally appropriate healing and reconciliation services for Cree clients. This may include exploring traditional practices, restorative justice approaches, and community-led initiatives that support personal healing, accountability, and successful reintegration.
Contribute to the development or adaptation of correctional and reintegration initiatives in collaboration with Cree communities and provincial correctional networks.
Support the identification of best practices and culturally relevant approaches to justice, healing, and reintegration.
Analyze data and consultation results to prepare detailed reports and recommendations on behalf of the Cree Nation Government.
Provide support to Community Reintegration Officers (CRO) with ongoing case management, monitor progress, and adjust service plans to support successful reintegration.
Support CRO with linking clients to community services and assist with applications and navigate barriers to accessing supports.
Act as a liaison between correctional systems, community partners, and clients to ensure seamless service delivery and advocacy.
Identify culturally safe, trauma-informed, and confidential support programs tailored to the Cree population.
Conduct surveys and consultations with Cree clients currently in detention facilities and Tiny Homes facilities.
Engage with key community stakeholders, including members of local justice committees, Elders, and service providers, to gather insights and feedback.
Coordinate with correctional staff, probation/parole officers, and community agencies to support client and coordinate client care.
Participate in follow-up and coordination meetings with the general management offices of the Ministère de la Sécurité publique.
Foster ongoing collaboration between Cree Nation institutions and provincial correctional systems.
Collaborate with the CRO on implementing actions based on consultation reports.
Analyze data and consultation results to prepare detailed reports and recommendations on behalf of the Cree Nation Government.
Present findings and policy recommendations to the Government of Quebec and other relevant partners.
Maintain up-to-date knowledge and skills in area(s) of responsibility.
