About The Position

The Lemuel Shattuck Hospital (LSH), operated by the Massachusetts Department of Public Health (DPH), is seeking a dynamic and experienced Deputy Director of Facilities Management to provide leadership and oversight of facilities operations, regulatory compliance, safety programs, and strategic infrastructure initiatives. This position plays a critical role in ensuring a safe, compliant, and efficient healthcare environment that supports the hospital’s mission and delivery of high-quality patient care, and reports to the Director of Facilities Management. The Deputy Director partners closely with hospital leadership to oversee Environment of Care and life safety programs, support policy development, and ensure compliance with applicable regulatory and accreditation requirements. In the absence of the Director, the Deputy Director assumes responsibility for departmental operations, staff oversight, and response to facility-related emergencies and critical incidents. This role will be instrumental in supporting LSH’s transition to a new hospital facility as well, which is a tremendous opportunity for the right individual. This role helps establish what is necessary for a brand new, modern and efficient hospital located in South End, Boston. The Facilities Management program needs a candidate who will contribute to long-term capital planning, infrastructure modernization, and organizational readiness efforts that position Lemuel Shattuck Hospital continued success.

Requirements

  • Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
  • A tax & background check will be completed on the recommended candidate as required by the regulations set forth by the Human Resources Division prior to the candidate being hired.
  • Education, licensure, and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines.

Nice To Haves

  • Demonstrated understanding of healthcare facility operations and regulatory compliance, including Environment of Care standards, The Joint Commission accreditation requirements, Centers for Medicare & Medicaid Services (CMS) Conditions of Participation, National Fire Protection Association (NFPA) codes and standards, life safety requirements, and hospital incident command systems.
  • Familiarity with industrial safety, occupational safety, industrial hygiene, and life safety management.
  • Expertise in public construction, procurement, and contracting processes, including Division of Capital Asset Management and Maintenance (DCAMM) requirements, Massachusetts public procurement laws, and construction project delivery methods.
  • Experience managing construction, renovation, or capital improvement projects, preferably in a hospital, healthcare, or similarly regulated environment.
  • Proficiency in project management practices, including planning, budgeting, scheduling, contract administration, and regulatory compliance.
  • Advanced proficiency with Microsoft Office 365 applications, including Excel, Word, Outlook, PowerPoint, OneDrive, Planner, and Teams.
  • Excellent written and verbal communication skills, with the ability to collaborate effectively with staff, leadership, contractors, vendors, and regulatory agencies.
  • Demonstrated leadership, organizational, and time-management skills, including the ability to manage competing priorities and meet deadlines.
  • Capacity to interpret and apply healthcare-related codes, regulations, standards, and policies.

Responsibilities

  • In partnership with the Director of Facilities Management, oversee and administer the Lemuel Shattuck Hospital Environment of Care (EOC) Program.
  • Ensure hospital-wide compliance with applicable regulatory and accreditation requirements, including standards established by The Joint Commission (TJC), the Centers for Medicare & Medicaid Services (CMS) Conditions of Participation (CoPs), National Fire Protection Association (NFPA) codes and standards, and all other applicable federal, state, and local regulations.
  • Manage and evaluate the facility’s regulatory inspection, testing, and compliance programs. Coordinate and oversee required inspections and testing activities to ensure compliance with regulatory standards and applicable codes.
  • Collaborate with the Director of Facilities Management and the Environment of Care Safety Officer to develop, implement, and maintain EOC and safety-related policies, procedures, forms, databases, and compliance tools. Establish and maintain comprehensive recordkeeping systems to ensure accurate, organized, and readily retrievable documentation.
  • Prepare and present reports, analyses, and recommendations related to regulatory compliance, quarterly and annual program evaluations, corrective action plans, performance metrics, and Environment of Care initiatives.
  • Support organization-wide regulatory compliance efforts by providing technical guidance and assistance to departments and staff in the development, evaluation, and improvement of operational procedures and safety practices.
  • Serve as a member of the Facilities Management leadership team, contributing to strategic planning, operational effectiveness, risk management, and cross-departmental collaboration.
  • Direct the development, implementation, and monitoring of standard operating procedures, records management practices, preventive maintenance programs, and equipment replacement planning to support regulatory compliance and operational reliability.
  • Ensure compliance with applicable public construction and procurement laws, including Massachusetts General Laws Chapters 149 and 30B/39M, during the planning, bidding, and execution of construction and renovation projects.
  • Review and audit vendor contracts, service agreements, and invoices, including Division of Capital Asset Management and Maintenance (DCAMM) Interagency Service Agreements (ISAs), to ensure contract compliance and fiscal accountability.
  • Design, implement, and evaluate Environment of Care and safety-related programs and initiatives. Serve on multidisciplinary committees including Environment of Care, Product Review, Quality and Patient Safety, Infection Prevention and Control, and other committees as assigned.
  • Provide supervision, leadership, and performance management for assigned staff, including conducting regular supervisory meetings, coaching, performance evaluations, and professional development activities.
  • Serve as acting Facilities Manager in the absence of the Director of Facilities Management, overseeing departmental operations, staff, and critical facility functions.
  • Represent management in labor-management meetings, committee work, and other employee relations activities as assigned.
