About The Position

The New York City Housing Authority (NYCHA) is seeking a Deputy Director of Capital Emergency Response to oversee capital emergency and high-profile capital projects managed through the Capital Emergency Response Team. This role involves planning, coordinating, inspecting, and implementing responses to emergencies on behalf of NYCHA, with significant latitude for independent judgment. The Deputy Director will collaborate with various departments within NYCHA, government agencies, contractors, and community groups, playing a crucial role in managing relationships with Emergency Construction Management firms, A/E inspection teams, external contractors, and internal teams. The ideal candidate will possess expertise in construction/construction inspection management, project controls, and public-sector procurement, along with strong leadership and collaboration skills. The Deputy Director reports to the Director of Program Management and will oversee a team of 2 to 10 staff, including the capital emergency team and CMs.

Requirements

  • Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings.
  • Education and/or experience which is equivalent to the above.
  • Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years.
  • All candidates must possess at least 18 months of the specialized supervisory or administrative experience described above.

Responsibilities

  • Take the lead and provide expertise for inspecting, evaluating potential emergencies and mobilizing resources to respond to confirmed emergencies, identifying out of jurisdiction requests, making the appropriate decisions, and reporting such issues to the appropriate executive management, stakeholders, and officials in a timely manner.
  • Lead property management departments; ensure that operations are executed in accordance with the established NYCHA policies and procedures, and HUD regulations.
  • Plan, coordinate, and offer technical expertise for activities and operations of the emergency management program and emergency response issues.
  • Create and identify corrective action plans following an emergency.
  • Ensure proper and sufficient coordination with all vendors and stakeholders; effectively manage the day-to-day operations and ensure adequate coverage of emergencies.
  • Provide exceptional leadership and effective decision making and assure timely escalation of issues.
  • Process and approve commitments within your portfolio and ensure that vendor payments are completed and paid within 30 days of work being performed.
  • Prepare and negotiate change orders; initiate and approve change orders in eBuilder.
  • Conduct meetings with CMs and leverage the services of the CMs to help with daily tasks.
  • Provide timely, accurate project updates by using emails and other appropriate means of communication.
  • Ensure that documents are verified for completeness and timely uploaded in the appropriate files according to NYCHA eBuilder convention; prepare and process Project Funding Requests (PFR’s) in eBuilder; liaise with regulatory and city agencies and track required project permit; manage, review, and provide project schedules and updates to stakeholders and for the awareness of upper management.
  • Attend all meetings and as required, conduct and manage the meetings.
  • Support the development and presentation of status updates, reports, and recommendations to senior leadership, summarizing key decisions and areas requiring attention.
  • Support the Director in providing guidance to staff and program managers on critical issues such as design, construction quality, non-conforming work, safety protocols, and project closeout.
  • Assist in ensuring sufficient vendor and contractual capacity to effectively execute emergency projects.
  • Support the review and approval process for key program documents such as RFQs/RFPs, contracts, task orders, change orders, and payment applications to ensure compliance with NYCHA standards and external regulations.
  • Support oversight of field inspection activities and responses to safety and quality inspections.
  • Assist in directing the review of project schedules and task order assignments to ensure maximum productivity.
  • Support effective communication and coordination with NYC agencies (e.g., DOB, FDNY, DEP) and utility providers to address regulatory and operational requirements.
  • Help cultivate relationships with internal teams, including Heating, Elevators, Skilled Trades, Property Management, and Operations, to ensure cross-divisional collaboration.
  • Assist in monitoring program performance metrics and project controls, identifying trends and ensuring timely corrective actions.
  • Assist in addressing program-specific challenges, including schedule delays, budget overruns, and contractor performance issues, while mitigating risks to successful delivery.
  • Support efforts to integrate lessons learned and industry best practices into program management processes, driving continuous improvement.
  • Provide recommendations for improving inspection activities to the Director of Program Management.
  • Support staff performance and management initiatives, fostering a high-performance culture driven by accountability, collaboration, and innovation.
