About The Position

The Deputy Director of Emergency Management assists the Director of Emergency Management in the planning of organizational goals and objectives, initiating proposals for change in organizational functions, resource allocations, procedures, and priorities. The Deputy supervises assigned areas of operations including emergency management functions in preparedness, mitigation, response, and recovery. The Deputy administers the Office of Emergency Management in the absence of the Director.

Requirements

Completion of a bachelor's degree in emergency management, public administration or a related field with an additional three years of emergency management experience, including program development, preferably in a government setting; or any combination of relevant education and experience which provides the following:
Associate Emergency Manager (AEM) certification
Certified Emergency Manager (CEM) or Texas Emergency Manager (TEM) preferred
Valid Driver's License
Knowledge of: Municipal and County operations; State and Federal laws, statutes, rules, ordinances, codes and regulations governing emergency management activities and functions; FEMA's National Incident Management System (NIMS) and the Incident Command Structure (ICS); Emergency Management phases of mitigation, response, and recovery.
Ability/Skills to: Communicate clearly and effectively, both verbally and in writing; Utilize social media effectively, prepare clear and concise reports; Develop and prioritize multiple tasks; related equipment or software; Tactfully respond to requests and inquiries from officials, other government entities, staff and the general public; Use good judgment and work effectively under stressful conditions; and build rapport and effective working relationships with staff, officials, and outside agencies.

Responsibilities

Performs the duties of the Director of the Office of Emergency Management as needed, including budget, personnel, and program responsibilities.
Assists the Director in the planning of organizational goals and objectives, and initiates proposals for change in organizational functions, resource allocation, procedures, and priorities.
Conducts research, develops proposals with benefit cost analysis to implement best practices and lessons learned, for continual program growth and implementation of improvement plans.
Devises strategies to deal with emergency and crisis situations and manages the City/County Emergency Operations Center.
Performs EOC Director functions on a rotating basis, evaluates emergency/crisis incidents, and coordinates emergency operations and city/county response.
May perform operational duties at locations other than the EOC.
Provides expertise and assistance to city and county agencies by developing and maintaining emergency plans, emergency action plans, continuity plans, hazard mitigation plans, and threat identification and risk assessments.
Provide leadership and expertise in the operation of city and county emergency management committees, implementing best practices and compliance with state and federal regulations.
Provides expertise and assistance to private sector organizations as requested.
Reviews, develops, or modifies work plans, methods, and procedures, determines work priorities and develops work schedules to provide adequate staff coverage.
Provides work instruction and assists employees with difficult and/or unusual assignments; encourages innovation.
Assigns and distributes work, reviews work for accuracy and completeness and returns assignments with recommendations for proper completion.
Resolves problems and mediates conflicts encountered during daily operations and determines appropriate solutions; promotes teamwork.
Encourage regular communication, informs staff of relevant business issues and their impact on the organization.
Provides expertise and assistance to city and county agencies by developing, facilitation, and coordination of exercises to evaluate and test procedures, policies, and plans concluding in the development and distribution of improvement plans.
Provide expertise and assistance to city and county agencies on local mitigation actions that can be implemented to reduce the impact of hazards, protect lives, and property, and serve as subject matter experts in hazard mitigation grant applications.
Coordinate and facilitate recovery documentation and reimbursement processes for declared disasters ensuring that all deadlines, requests for information, and required documentation is submitted timely and accurately to appropriate state and federal agencies.
Performs such other related duties as may be assigned.
