About The Position

The Deputy Director of Commerce and Industry supports the Director in the overall leadership, coordination, and management of the Department. The incumbent assists in implementing the departmental strategy, ensures effective implementation of programs and services, and provides oversight, guidance, and support to departmental staff. The Incumbent contributes to policy and program development, supports financial and operational management, and ensures alignment of departmental initiatives with the Cree Nation Government’s mission, vision, and socio-economic development priorities.

Requirements

  • Bachelor’s degree in Economics, Business Administration, Public Administration, Social Sciences, or a related field.
  • Eight to ten years of relevant work experience.
  • Experience working with budgets and financial oversight.
  • Experience with staff supervision.
  • Fluency in Cree.
  • Fluency in English.
  • Expert knowledge of provincial First Nations and local legislation, advanced business practices and protocols.
  • Customer-focused and service-oriented.
  • Proven success in maintaining strong communication, including the ability to facilitate effectively.
  • Proven ability to be discreet and maintain confidentiality.
  • High attention to detail and accuracy.
  • Strong organizational skills and the ability to manage multiple projects.
  • Proven ability to find solutions to complex problems.
  • Proven ability to demonstrate strong judgment in complex situations.
  • Proven ability to problem-solve, to think strategically, and to take initiative.
  • Demonstrated ability to work under significant pressure and to adapt to a changing environment.
  • Proficiency in Microsoft Office 365 products.

Responsibilities

  • Support the Director in the development, implementation, and monitoring of departmental mandates, strategic plans, policies, programs, and initiatives related to economic, sectoral, and sustainable development.
  • Coordinate day-to-day departmental operations to ensure alignment with plans, priorities, and performance objectives.
  • Assist in the development of annual and multi-year strategic and operational plans.
  • Provide strategic and operational guidance to Managers to ensure consistent implementation of departmental policies, procedures, and standards.
  • Support the Director in monitoring departmental performance, including financial, operational, and program indicators.
  • Contribute to the development, implementation, and review of departmental policies, processes, and internal controls.
  • Ensure availability, consistency, and proper use of socio-economic and sectoral data to support departmental planning and decision-making.
  • Participate in the coordination and follow-up of key strategic development initiatives led by the Department.
  • Represent the Department at internal and external meetings, working groups, committees, and consultation tables, as assigned.
  • Support effective collaboration with Cree communities, government partners, Cree entities, and other stakeholders.
  • Contribute to coordinated internal and external communications related to departmental initiatives, programs, and services.
  • Support the preparation, coordination, and review of departmental reports, including quarterly, annual, and special reports.
  • Review and consolidate reports prepared by Managers to ensure consistency, accuracy, and alignment with departmental objectives.
  • Assist the Director in ensuring reporting obligations to funding authorities and partners are met within established timelines.
  • Contribute to reports for the Annual General Assembly and the Cree Nation Government Annual Report.
  • Support the Director in managing the departmental budget, including planning, monitoring, and budget follow-up.
  • Assist with the coordination of funding applications, financial tracking, and financial reporting across departmental programs.
  • Provide oversight and guidance to Managers on financial planning and budget utilization within their respective portfolios.
  • Support efforts to identify and secure additional funding opportunities aligned with departmental objectives.
  • Supervise and lead direct reports.
  • Assist with development of team objectives, as well as individual objectives for direct reports by ensuring that performance is aligned with those objectives.
  • Ensure that supervisors within team are establishing objectives that are in alignment with departmental objectives, in collaboration with the Department Director.
  • Identify training needs, recommend solutions to director, and support training and development.
  • Conduct periodic performance evaluations for direct reports and assist supervisors through formal performance evaluations and regular one-on-one meetings.
  • Promote on-going, effective and open communication with employees.
  • Keep staff members informed of decisions that impact them and/or the department.
  • Act on behalf of the Director, when required.
  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.
