About The Position

Dauphin County Bureau of Registration & Elections is currently accepting applications for the full-time position of Deputy Director of Elections. The overall objective of this job is to direct and manage the activities of the Bureau of Voter Registration and Elections; plans, directs, coordinates registration of voters; and certifies election results.

Requirements

  • Graduation from high school or an accredited equivalency program; some business and computer training preferred.
  • 5 years working experience, preferably in elections and some knowledge of Election code. Or any acceptable combination of education, training, and work experience.
  • Must be able to speak and understand the English language and to follow oral and written instructions.
  • Must possess ability to communicate effectively and be perceptive with the general public in determining their needs.
  • Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers, agencies and others.
  • Must possess ability to maintain confidentiality in regard to client information and records.
  • Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.
  • Must possess ability to make independent decisions when circumstances warrant such action.
  • Must possess thorough knowledge of state and county election laws, procedures and requirements and ability to answer questions regarding same.
  • Must possess knowledge of state implemented SURE system.
  • Must possess knowledge of the HAVA Laws (Help America Vote Act).
  • Must possess knowledge of the ADA implementation.
  • Must possess knowledge of modern office practices and procedures.
  • Must possess knowledge of principles and practices of a supervisor and have the ability to coordinate work of subordinates.
  • Must possess ability to maintain accurate and efficient records and prepare required reports.
  • Must possess knowledge of redistricting and reapportionment measures.

Responsibilities

  • Directs, coordinates and manages the overall Bureau of Voter Registration and Elections for the County.
  • Plans, directs and coordinates registration of voters and certifies election results.
  • Maintains voter registration files and voting records in computer and books; maintains lists of County-wide elected officials.
  • Processes new registrations and assigns to correct voting district.
  • Prepares and monitors absentee ballots.
  • Operates computer and updates voter files with changes of names, addresses and party affiliation.
  • Assists in changing the boundaries for voting districts.
  • Responds to inquiries, verbally and in writing, regarding voting and registrations.
  • Supervises temporary staff; assigns and checks work.
  • Completes and approves leave request forms and time sheets.
  • Prepares required election reports and records for the County and State.
  • Verifies validity of signatures on election petitions as needed.
  • Disseminates information to general public regarding voter registration and election information.
  • Prepares and distributes voting lists for candidates use.
  • Readies the voting machines to go to the polling places; repairs the voting machines when needed.
  • Inspects the accessibility of the polling places for disabled voters.
  • Delivers voting machines to the polling places.
  • Programs the election; runs ballots for the voting machines.
  • Knowledgeable of all polling locations within the County.
  • Assists in Nomination Petition court challenges.
  • Attends meetings, training and in-services as required.
  • Performs other job-related duties as required.
  • Performs other clerical tasks in absence of coworkers if necessary.
  • Acts as “troubleshooter” for problems occurring in department and works to resolve same.
