About The Position

Noblis MSD supports the Naval Sea Systems Command (NAVSEA) and the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), in executing their mission to deliver safe, reliable, and combat-ready platforms to the Fleet. Our work spans research and development, test and evaluation, acquisition, systems engineering, integration, in-service and fleet engineering, cybersecurity, logistics, and total life-cycle cost reduction. We are seeking a Deputy Combat Systems Officer to be responsible for all matters relating to Non-propulsion C5I/C4I Electronic Systems maintenance, modernization and material readiness of all units of SUBLANT.

Requirements

  • Masters Degree in Business Administration and a minimum of 10 years of relevant professional experience.
  • Willingness and ability to travel approximately 10% in support shipyards and Naval activities.
  • U.S. Citizen with an active Secret clearance, or the ability to obtain and maintain a Secret clearance prior to start.
  • Experience with C5I/C41 Non-Propulsion Electronic Systems (NPES).

Responsibilities

  • Assists in SSN, SSBN, SSGN submarine maintenance, modernization, dockside and at sea certifications, configuration management and control, maintenance and repair, logistics support and operational employment guidance of Non-propulsion C5I/C4I Electronic Systems.
  • Advises on engineering and technical matters regarding Non-propulsion C5I/C4I Electronic Systems, operability, reliability and maintenance, including conceptual proposals.
  • Represents the Force Commander at Non-propulsion C5I/C4I Electronic Systems related meetings, test events, audits, and Fleet Maintenance Activity Assessments.
  • Directs the actions and efforts associated with Post Deployment Maintainability Assessments (PDMA), Combat System Assessments (CSA), and Total Ship Readiness Assessments (TSRA), Submarine Technical Assistance, Assessment, and Reporting (STAARS) Reporting database. Review and approve schedules and testing events, as required.
  • Liaise closely with NUWC and NSWC Program Managers, manage and coordinate the following SESE programs: National Imaging Systems Maintenance Program and associated Periscope Onsite Representatives (OSR), Submarine Sail Systems Program and associated Antenna/Sail OSR, SubHDR National Maintenance Program.
  • Coordinates Fleet Technical Assistance (FTA) and Fly Away Team (FAT) response as required, to conduct emergent repairs to deployed submarines Non-propulsion C5I/C4I Electronic Systems.
  • Maintain close liaison with leadership concerning the adequacy of Non-propulsion C5I/C4I Electronic Systems training.
