About The Position

Assists the City Treasurer in planning, organizing, and directing the collection, custody and disbursement of City monies; administers the Income Tax Ordinance and the operations of the Income Tax section; assists citizens with difficult problems relative to taxes; assures the security of City tax records; and performs related duties as assigned.

Requirements

• Possession of a Bachelor’s Degree in Public Administration, Public Finance, Business Administration, Accounting, or a related field.
• Four (4) years of full-time paid work experience involving the billing, collection, and reconciliation of revenues, two (2) years of which must have been in a responsible supervisory position.
• Considerable knowledge of income tax laws and other pertinent laws, and ability to read and interpret laws, rules and regulations.
• Considerable knowledge of data processing principles and practices.
• Considerable knowledge of the policies, procedures, and practices of a governmental treasurer's office.
• Considerable knowledge of state and municipal laws and ordinances governing the duties of the City Treasurer.
• Considerable knowledge of the procedures involved in the assessment, collection, and accounting of City funds and with the local tax structure.
• Considerable ability to exercise mature judgment and initiative in analyzing problems and recommending solutions.
• Considerable ability to establish and maintain effective working relationships with administrators, other employees, and the general public.
• Ability to plan, direct and supervise the activities of a number of employees.

Responsibilities

• Assists the City Treasurer in planning, organizing, coordinating, and directing the operations and activities of the Treasurer’s Office, including property tax billing, special assessments, and the collection and accounting of property taxes, income taxes, licenses, water and utility bills, and other revenues due to the City.
• Plans, coordinates, and oversees income tax collection activities and related processes in accordance with City ordinances, applicable state laws, and requirements established by the State of Michigan.
• Plans, directs, and evaluates compliance, delinquent account collection, and enforcement activities to ensure timely and accurate collection of revenues owed to the City.
• Administers and oversees income tax collection procedures and activities in accordance with applicable City ordinances, state laws, regulations, and established policies and procedures.
• Oversees the security, reconciliation, and deposit of daily cash receipts; directs the preparation of daily cash reports and other financial reports as required; and signs City of Flint disbursement checks as authorized.
• Shares responsibility for the security, accountability, and reconciliation of the City Treasurer’s operating cash fund.
• Assists taxpayers and other members of the public with complex or difficult issues; explains the interpretation and application of applicable ordinances, policies, and procedures; and consults with or advises the City Treasurer regarding the appropriate resolution or disposition of complex cases.
• Coordinates and evaluates data processing systems, programs, and procedures related to the Treasurer’s Office and Customer Service Center.
• Oversees the maintenance and recording of income tax records and related information and ensures the confidentiality, security, accuracy, and appropriate retention of such records.
• Assists the City Treasurer with personnel-related matters, including employee performance, work assignments, training, and operational concerns.
• Assists in developing, updating, and implementing administrative procedures, process improvements, and departmental policies and procedure manuals.
• Assists the City Treasurer in evaluating and implementing improvements to departmental operations, financial processes, customer service, technology, and internal controls to promote efficiency, accountability, and compliance.
• Performs the duties and responsibilities of the City Treasurer during the City Treasurer’s absence, as authorized, and carries out other related duties as assigned.
