About The Position

Under administrative direction, plans, organizes, coordinates and provides functional direction to one or several major functional areas/departments of the City; provides policy guidance and coordinates the activities of assigned staff and services; represents the City and fosters cooperative working relationships with civic groups, intergovernmental agencies and City staff; acts for the City Manager as assigned; performs related work as assigned. In addition to providing designated staff and policy assistance to the City Manager in assigned administrative areas, this class has administrative responsibility for policy development and program planning and implementation with City-wide implications. The incumbent is responsible for accomplishing administrative goals and objectives and for furthering City goals and objectives within general policy guidelines. The incumbent will be responsible for supervision of one or more City departments.

Requirements

  • Possession of a Bachelor's degree from an accredited four (4) college or university with major course work in business, public administration, or a closely related field.
  • Five (5) years of increasingly responsible administrative work, including at least four (4) years of lead or supervisory experience.
  • Must possess a valid California driver's license.
  • Knowledge of administrative principles and methods, including goal setting, program and budget development and implementation, and employee supervision.
  • Knowledge of principles, practices, and program areas related to municipal activities and functions.
  • Knowledge of applicable legal guidelines and standards affecting the administration and delegated program areas.
  • Knowledge of principles and practices of budget development and administration.
  • Knowledge of funding sources impacting program and service development.
  • Knowledge of social, political, and environmental issues influencing program administration.
  • Knowledge of principles and practices of contract administration and evaluation.
  • Skill in planning, organizing, administering, and coordinating a variety of City services and programs.
  • Skill in developing and implementing goals, objectives, policies, procedures, work standards, and internal controls.
  • Skill in selecting, motivating, and evaluating staff and providing for their training and professional development.
  • Skill in analyzing complex technical and administrative problems, evaluating alternative solutions, and adopting effective courses of action.
  • Skill in preparing clear and concise reports, correspondence, and other written materials.
  • Skill in establishing and cooperative working relationships with a variety of citizens, public and private organizations, boards and commissions, and City staff.
  • Skill in exercising sound independent judgement within general policy guidelines.

Responsibilities

  • Through subordinate department heads provides administrative direction and supervision to one or more departments.
  • Plans, organizes, coordinates, and directs the work of designated City management staff.
  • Assists in the development and coordination of the implementation of City-wide goals, objectives, policies, procedures, and work standards.
  • For assigned functions, works closely with the City Manager, City Council, City department management, a variety of public and private organizations, and citizen groups in developing programs and implementing projects to solve problems related to City services.
  • Confers with and advises the City Manager and City Council on specific issues and programs.
  • Prepares, recommends, and ultimately implements long-range plans for City services and programs; develops specific proposals for action on current City needs.
  • Interprets City regulations and various ordinances, codes, and applicable laws to City staff and the public to ensure compliance.
  • Represents the City and works closely with citizen boards and commissions and public and private officials to provide technical assistance, directly or through subordinate staff.
  • Directs and coordinates the preparation of a wide variety of reports or presentations for City management or outside agencies.
  • Directs the development of management systems, procedures, and standards for program evaluation and monitors developments related to specified service areas.
