About The Position

Amentum is seeking a Deputy CE Site Superintendent at Creech Airforce Base. This role reports to a CE Site Superintendent for a geographical region and supervises a staff of union employees in various trades including Alarms, HVAC/HRAC, plumbing, carpentry, structural ironworkers, wireman, laborers, power production, operators, plumbers, and facility maintenance coordinators. The primary purpose is to ensure the optimal functioning of building systems such as mechanical, fire/life safety, and lighting. The position involves managing personnel for facilities repair, renovation, and construction projects, employing a SMART Team Concept for specific geographical sites to ensure routine preventative maintenance is accomplished while maintaining the ability to respond immediately to emergency facility maintenance requirements. The role also ensures all contractor facility requirements are met in accordance with the Performance Work Statement (PWS) and coordinates/supports all customer project requirements, managing customer priorities.

Requirements

  • 10 years demonstrated management and leadership applicable in field of Facility Operations & Maintenance, Construction, and Civil Engineering.
  • Experience in engineering and administration in the operation and maintenance of industrial or military facilities and in the organization and implementation of design and construction programs.
  • Experience managing and leading work crews in the execution of construction work and facility O&M.
  • Working knowledge of Computerized Maintenance Management Systems (CMMS) Software and other Microsoft Office applications.
  • Must qualify for and maintain a government Secret security clearance.
  • Must possess a valid state issued driver’s license.

Nice To Haves

  • Bachelor’s degree in Civil Engineering or related field preferred.
  • One-year related experience may be substituted for one year of education, if degree is required.
  • Prior Military and Civil Engineering experience is a plus.

Responsibilities

  • Work cooperatively and professionally with the Superintendent and CE Manager for the geographical region and all personnel on the contract, including the regional operations manager and US Government customer.
  • Coordinate and share best practices with other Deputy CE Managers, Superintendents, and other management personnel.
  • Provide guidance and technical direction of RSS II CE Union personnel under your direction and on a specific site or multiple sites of NTTR supporting contract operations; responsible for the quality and performance of work.
  • Ensure all work is performed in accordance with contract directives and establish and maintain work management procedures.
  • Coordinate and work with the Project Manager overseeing the new construction and renovation work effort.
  • Oversee and coordinate Civil Engineering Quality Assurance, Logistics Management, Property Management, Physical Security, Safety-Health, and Environmental programs as they pertain to Civil Engineering functions within your geographical area of responsibility, in conjunction with the Prime’s representative.
  • Perform all necessary management functions to plan, implement, track, report, and deliver the required services described in the PWS, ensuring the accomplishment of program schedule requirements.
  • Employ a responsive and efficient process to respond to IDIQ Task Orders when support services are required.
  • Implement a Risk Management Program in accordance with contractual requirements.
  • Maintain and report performance metrics that effectively measure the level of performance in execution of the PWS Performance Metrics.
  • Monitor CE procedures and analyze work trends in your area of responsibility.
  • Establish and maintain integrity and utilization of the CE Maximo database in report development pertaining to CE Operations.
  • Centralize receipt, planning, and reporting of O&M work requirements for the site.
  • Report and obtain Government approval of Construction Management work with projected costs over $5000 and/or 100 labor hours.
  • Coordinate the AFF 332, Base Civil Engineer Work Request process in accordance with contract and government regulatory requirements.
  • Schedule work based on Government and Mission prioritization.
  • Educate external customers on CE processes and contractual requirements, and interface and facilitate with customers and government agencies.
  • Manage the preventative maintenance program for your geographical area.
  • Ensure CE CDRLs are accomplished, delivered on time, and that content is accurate and formatted in accordance with contract DOD instructions.
  • Develop and deliver the CE Status Report to identify PM, CM, and WO status, impact, and solutions for issues impacting customer missions.
  • Fill in for dispatchers during appointments, lunch breaks, and sick days.
  • Respond on off-duty time during a large-scale incident or stay over until an emergency has been terminated or until properly relieved.
  • Maintain a positive and professional demeanor.
  • Work in close harmony with supervisors, co-workers, and others during day-to-day routines and during emergencies.
  • Maintain good working relationships with on and off-base agencies, maintaining a consistently courteous attitude.
  • Remain calm and cool during emergency situations.
