About The Position

Western Door Federal, a Seneca Nation Group (SNG) company, is seeking a Deputy Branch Chief - Technical Advisor to support the Department of Defense HIV/AIDS Prevention Program (DHAPP). DHAPP aims to reduce HIV/AIDS in foreign militaries. The Technical Advisor will provide scientific, evidence-based expertise to assess and evaluate HIV programs in partner military programs, offering guidance for improving epidemic outcomes. This role requires expertise in HIV prevention, key population programming, PMTCT programming, general population HIV programming, and program management. The position involves collaborating with various stakeholders, including DHAPP colleagues, PEPFAR agencies, implementing partners, and DoD elements globally. The Technical Advisor will also serve as an educator for the Military HIV Research Program.

Requirements

  • A masters-level degree (Master Public Health, MS, or equivalent) is required.
  • Expertise in HIV programming.
  • At least 3 years of post-graduate clinical experience.
  • Experience or training in public health.

Responsibilities

  • Assess and evaluate partner military HIV/AIDS activities under the direction of the Senior Technical Advisor.
  • Travel to partner HIV clinical/testing/prevention sites.
  • Mentor partner military POCs.
  • Critically assess field site activities.
  • Conduct quality assessment visits.
  • Evaluate grant proposals.
  • Assess policy documents.
  • Collaborate and coordinate with other DHAPP colleagues, staff from other PEPFAR agencies, and implementing partners.
  • Serve on PEPFAR technical working group(s) as needed, participating in technical discussions, policy development, and technical assessment visits.
  • Review country operational plans (COPs) and regional operational plans (ROPs) and participate in COP/ROP approval meetings.
  • Serve as a technical expert in HIV programming at DHAPP, advising at headquarters and field settings.
  • Recognize correct and incorrect approaches in HIV programming and advise corrective action.
  • Serve as a country team advisor, coordinating with Country Program staff in the development of all COPs/ROPs in PEPFAR countries, as well as DOPs of all DHP-supported countries.
  • Coordinate COPs/ROPs and DOPs with in-country military partners, implementing partners, and DHAPP headquarters staff.
  • Ensure COPs/ROPs and DOPs represent current medical and public health activities and plans to best support HIV/AIDS programming and respond to population epidemiology.
  • Assist a technical team in implementing country plans.
  • Interact with DoD elements across the globe, including COCOM and Embassy staff, personnel from other PEPFAR agencies, and partner military personnel.
  • Serve as an educator for the Military HIV Research Program for HIV and related topics.
