About The Position

Join the Inspector General's team to help make America’s railroad operate more efficiently and effectively. The Office of Inspector General (OIG) provides independent oversight of Amtrak’s programs and operations, working diligently to prevent and detect fraud, waste, and abuse by Amtrak employees, contractors, or vendors. This work improves Amtrak's efficiency and effectiveness and informs decision-making by Amtrak’s Board of Directors, Amtrak management, and Congress. The OIG employs a diverse team of auditors, special agents, analysts, forensic examiners, lawyers, and support staff to complete its mission. The goal is to build a model OIG centered on independence, teamwork, diversity, work-life balance, and oversight that makes a difference.

Requirements

  • Bachelor’s degree in relevant field from an accredited university.
  • 10+ years of progressive experience leading audits in an audit organization or major audit unit.
  • Thorough understanding of the Inspector General Act of 1978 (as amended), and other applicable laws and regulations of the United States.
  • Profound knowledge of Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Accounting Principles (GAAP), and other Federal audit procedures and practices.
  • Experience in directing and conducting performance audits/analyses of major programs and operations.
  • Experience managing, supervising, and rating multiple employees.
  • Experience working in a Federal or quasi-Federal OIG environment.
  • Experience in TeamMate and other auditing software; Microsoft Office Suite.

Responsibilities

  • Assists the Assistant Inspector General, Audits (AIGA) in overseeing audit staff in planning, developing, and conducting multiple complex performance, financial, and information technology audits to improve the economy, efficiency, and effectiveness of Amtrak programs and operations, and limit opportunities for fraud, waste and abuse, while ensuring compliance with Generally Accepted Government Auditing Standards.
  • Assists staff in the timely planning, development, and production of high-quality written reports that contain actionable and substantive recommendations. Oversees oral briefings for senior leaders regarding findings and status of complex audits.
  • Reviews audit reports to ensure they effectively communicate findings and recommendations that will improve Amtrak performance. Works directly with audit teams to ensure they understand and incorporate report feedback.
  • Consistent with the OIG’s Strategic Plan, assists the AIGA in providing management, oversight, and leadership to the audit teams to keep projects on track and ensure quality work.
  • Assesses performance, collaborates, and oversees goal setting, and provides feedback on personal development of OA Senior/Directors. Oversees professional and personal development of staff including coaching Senior/Directors on managing staff performance and providing constructive feedback.
  • Provides assistance in administrative matters. Works with OA Senior/Directors to ensure the efficiency and effectiveness of OA operations.
  • Helps maintain policies, procedures, and techniques used by staff, and identifies areas where additional clarifications and/or updates are needed.
  • Assists in maintaining a quality control system to ensure that all audits are performed in accordance with established professional standards.
  • Assists in the development and implementation of the Annual Audit Plan, addressing high risk and impact issues across all major company programs and activities, including those with potential financial benefits.
  • Assists in evaluating work and determining audit staff workloads.
  • Assists the AIGA in establishing long-term staffing goals including, the number and kinds of staff needed, preparing staffing and program budget requests and justifications, and ensuring the efficient allocation of resources.
  • Assists the AIGA in developing succession plans for the Office of Audits.
  • Serves as the OIG liaison for internal and external activities on matters pertaining to audit responsibilities, including The Council of the Inspectors General on Integrity and Efficiency.
  • Keeps the AIGA informed of all audit activities, including audit progress, access-to-records issues, stakeholder updates, potential findings and corrective actions, and follow-on audit ideas.
  • Provides analysis and recommendations on proposed legislation and regulations, as requested, regarding oversight of Amtrak’s operations, as well as on proposed auditing standards and procedures. Maintains a working knowledge of laws, rules and regulations governing Amtrak operations.
  • Assists the AIGA in the development, implementation, and management of effective performance-based metrics for the audit staff.
  • Oversees OA’s recruiting, hiring, and onboarding processes.
  • Assists the AIGA in developing OA’s annual training program. Works with the AIGA and OA Senior/Directors to implement the training program.
  • Develops highly productive working relationships with internal and external parties by fostering teamwork, collaboration, and coordination.
