About The Position

Responsible for providing leadership for a major science and technology area consisting of multi-disciplinary activities and/or may serve as a key member of the Directorate leadership team working directly with Associate Lab Directors or other senior managers. Provides a combination of strategic, operational and technical / functional leadership to staff within one or across divisions. This description documents the general nature of work but is not intended to be a comprehensive list of all activities, duties and responsibilities required of job incumbent. Consequently, job incumbent may be required to perform other duties as assigned.

Requirements

  • Significant experience successfully leading and managing operations within the DOE complex, national laboratories or in a similarly large and complex international organizations in support of science and technology.
  • Comprehensive knowledge of DOE and laboratory policies including environmental, safety and health (ES&H) policies and practices is preferred.
  • Prior experience with operations of a technical complex, including general and business operations oversight, leadership, and strategy.
  • Demonstrated ability to lead change through influence and deliver measurable results (increased awareness, higher customer satisfaction, increased engagement, etc.).
  • Strong relationship builder and communicator with experience leading diverse teams, developing an organization-wide strategy for program excellence, engaging community partners, and collaborating with senior management.
  • Ability to gain the trust and confidence of stakeholders and key decision makers, and act on their cumulative interests.
  • Must be results driven, with a distinguished record of accomplishments, characterized by acting with the highest levels of integrity and ethical standards.
  • Demonstrated success developing and monitoring systems to manage both operational and programmatic work that involve high levels of collaboration.
  • Considerable knowledge of and skills in project management practices and principles.
  • Comprehensive skill in oral, public speaking and written communication skills and ability to establish effective interpersonal relationships, and in motivating a multidisciplinary scientific and technical staff.

Nice To Haves

  • Experience at a large-scale user facility or with accelerator operations is desirable but not required.
  • Formal project management experience handling substantial, cross-functional, and mission critical projects is preferred.
  • Existing Q clearance or the ability to obtain one is preferred.

Responsibilities

  • Lead directorate-wide activities to ensure the sustained operational excellence of Photon Sciences, the Advanced Photon Source and its user program, and in support of the R&D activities in the directorate.
  • Develop operational strategies and plans ensuring their alignment with short-term and long-term objectives of PSC and the Argonne Laboratory.
  • Provide organizational leadership for strategic and operational activities involving: operational fiscal management; environment, safety, health & quality assurance; IT and systems planning; major infrastructure/space planning; HR/workforce planning; quality program review/reporting; and directorate communications.
  • Assure PSC’s success against a broad range of strategic and tactical performance requirements.
  • Provide leadership and have focused responsibility on key initiatives, projects, and/or programs that are directorate-wide in scope and work hand-in-hand with peers in other Argonne Directorates in support of Argonne operational excellence.
  • Assume a leadership role in interactions with sponsors and stakeholders including Collaborative Access Teams (CATs), customers, regulators, vendors, and facility affiliates.
  • Have overall responsibility for the operations of Photon Science Directorate and the advanced Photon Source.
  • Collaborate to develop PSC strategic plans with a focus on operation and sustainability of the facility with a 10-year horizon.
  • Provide technical/functional leadership in the integration of varied resources needed to meet safety, technical, and fiscal requirements of the Advanced Photon Source.
  • Provide leadership and management to ensure that the operation mission is successful and core values of the directorate and the laboratory are put into practice.
  • Oversee business functions such as PSC Portfolio Management Office, Finances, Human Resources and Safety.
  • Collaborate with the executive management team (directorate & laboratory) to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the operational objectives of the APS.
  • Collaborate seamlessly with APS Division Directors to ensure that PSC has access to appropriate capabilities for sustained, high-reliability operations.
  • Ensure an active safety culture is present across the directorate and actively contribute to the continuous improvement process; engage with staff members, users, partners, and contractors through active safety leadership.
  • Serve as the primary interface with the Deputy Laboratory Director for Operations/COO.
  • Serve as a directorate liaison to the Laboratory Operations functions, especially as a key point of contact to PSC for Infrastructure Services, Business Information Services, Laboratory Performance Management and Financial Management and Procurement Services, among others.
  • Work collaboratively with the U.S. light sources and international partners.
  • Monitor and analyze factors and trends in the DOE scientific user facilities and across international facilities which may affect PSC and identify and implement needed adaptations in strategy to drive continuous operational improvement.
  • Identify and share best practices with other BES X-ray light sources and neutron sources.
  • Act as a catalyst for change by developing and promoting new ideas and improvements that positively influence the directorate.
