About The Position

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. This executive leadership role provides the opportunity to oversee multiple statewide healthcare facilities, guide strategic initiatives, and make a lasting impact on the quality of care for Louisiana's most vulnerable populations.

Requirements

  • Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
  • Two years of the required experience must have been at the managerial level or above.

Nice To Haves

  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Provides executive leadership and oversight for multiple state-operated healthcare facilities by developing strategic plans, policies, and operational goals that support the Louisiana Department of Health's mission.
  • Directs and evaluates facility administrators and designated leadership staff, providing guidance, performance oversight, and accountability to ensure consistent, high-quality operations across all facilities.
  • Monitors facility performance through reports, site visits, and quality measures, recommending operational improvements and ensuring compliance with applicable laws, regulations, and departmental policies.
  • Oversees the development and administration of cross-facility initiatives, including contracts, cooperative endeavor agreements, placement protocols, incident reporting systems, and quality improvement efforts.
  • Collaborates with executive leadership to develop budget requests, represent facility needs during legislative and departmental planning, and provide technical assistance for organizational restructuring or facility transitions.
  • Represents the Deputy Secretary at meetings, legislative hearings, and conferences while building partnerships with federal, state, and local officials, stakeholders, and professional organizations.
  • Analyzes proposed legislation, develops policy recommendations and impact statements, and advises executive leadership on legislative, regulatory, and operational matters affecting state-operated healthcare facilities.
