About The Position

The Berkshire Regional Transit Authority (BRTA) is seeking a full-time Deputy Administrator to perform highly responsible administrative work in assisting the direction and oversight programs, compliance with State and Federal regulations. Provide support and project management in the development and implementation of ongoing projects for the efficient and cost-effective management of the Transit Authority. The BRTA is located in Western Massachusetts with a daily service area as large as Rhode Island. Bordered by Vermont, New York, and Connecticut, BRTA provides fixed route bus and paratransit services six days a week with limited evening service. The successful candidate will possess the following characteristics: Organization: Detail-oriented professional with exceptional time management and organizational skills that keeps compliance, reporting and projects running smoothly. Communication: Ability to clearly communicate information, and respond to questions from government agencies, political and community groups, staff, and the general public. Ability to read, analyze and interpret technical procedures and government regulations. Ability to write reports, business correspondence and technical reports (i.e. RFP, NTD, etc.). Develop and maintain relationships with various organizations and individuals (customers, community, political, State and Federal regulatory bodies). Resiliency: Purposeful and Patient. Transportation projects require long timelines and planning.

Requirements

  • Transportation experience highly desirable.
  • Bachelor's Degree in Business/Public Administration or related field, with at least five years of progressively responsible management, grant management, and contract management experience preferable.
  • Organization: Detail-oriented professional with exceptional time management and organizational skills that keeps compliance, reporting and projects running smoothly.
  • Communication: Ability to clearly communicate information, and respond to questions from government agencies, political and community groups, staff, and the general public. Ability to read, analyze and interpret technical procedures and government regulations. Ability to write reports, business correspondence and technical reports (i.e. RFP, NTD, etc.). Develop and maintain relationships with various organizations and individuals (customers, community, political, State and Federal regulatory bodies).

Responsibilities

  • FTA Compliance including Title VI, TAM Plan, NTD
  • Familiarity with State and Federal Procurement requirements
  • Grant writing of federal application of annual appropriations, MassDOT community grants, and any discretionary grants
  • Monthly reporting update to the Board of system data including Ridership
  • Participating in Development of Strategic Plans for the Agency
  • Assist in development and compilation of the annual budget
  • Liaison for MassDOT, FTA, RCC, TAC, and MPO
  • Monthly reporting to state and federal agencies
  • Creation and implementation of RFPs
  • Represent BRTA at different community engagement agencies such as Chamber events
  • Public Record Law Access Officer
  • Assist in all audit performances, including Triennial Review
  • Performance of duties assigned by Administrator
