About The Position

ESD is seeking our next Assistant Deputy State Court Administrator for Operations (Assistant Deputy State Court Administrator) to join our team in Salem, Oregon. In this role, you will provide executive-level management and coordination of OJD’s core operational divisions: Human Resources, Business and Fiscal Services, and Enterprise Technology. The role ensures alignment of these divisions with organizational priorities, facilitates cross-divisional communication, and supports data-informed decision-making for Oregon’s statewide court system. You will also have a critical role in developing the judicial branch’s legislatively approved biennial budget. The person in this position must be able to respond quickly to emerging issues and workload demands, work long hours, especially during legislative session, and be able to pivot among operational subject matters and the internal and external factors affecting Oregon’s unified court system. This position is dynamic and requires creative thinking as well as technical skills to meet the demands of the organization.

Requirements

  • The qualified candidate must have a bachelor’s degree in management, business, court administration, public administration, or a related field.
  • At least seven (7) years of increasingly responsible leadership experience, including managing managers, that supports the duties, knowledge, skills, and abilities for the position.
  • OR Any combination of education and experience equivalent to eleven (11) years of experience that typically supports the knowledge, skills, and abilities for the position.
  • Excellent written and oral communication skills.
  • Experience demonstrating strong leadership fundamentals within a complex organization (e.g., team coordination, decision-making, coaching).
  • Experience handling legislative processes (testimony, bill analysis, stakeholder engagement).
  • Experience managing complex projects and communicating effectively with diverse stakeholders.
  • Experience recognizing, addressing, and managing conflict in a professional setting.
  • Demonstrated skill managing multiple projects simultaneously.
  • Experience and skill using a variety of data analytic software and research methods, as well as all standard Microsoft 365 products.
  • Experience fostering an inclusive and collaborative work environment, and an obvious dedication to encouraging and supporting this type of work environment.

  • Experience working for an Oregon Judicial Department court or division is preferred.

Responsibilities

  • Develop and implement operational strategies that align with organizational goals to ensure transparency and timely resolution of issues.
  • Continuously evaluate and adopt innovative technologies and process improvements to modernize operations, enhance efficiency, and support evolving organizational needs.
  • Establish short- and long-term objectives for operations (HR, Fiscal, Data, and Technology) and monitor progress toward achieving them.
  • Work with leadership to analyze operational impacts of policy/program proposals.
  • Partner with Assistant Deputy SCA for Court Programs and Innovation to ensure operational support for current and emerging programs.
  • Contribute to development and implementation of OJD’s strategic plan, track progress, and report on operational initiatives.
  • Ensure adherence to state and federal regulations, internal policies, and industry standards.
  • Identify operational risks and implement mitigation strategies.
  • Develop and maintain systems for consistent, efficient communication among OJD’s three core operational divisions: Human Resources, Business and Fiscal Services, and Enterprise Technology.
  • Convene and lead regular cross-divisional meetings to align priorities, resolve issues, and ensure transparency in decision-making.
  • Serve as primary liaison between operational divisions and executive and court leadership, ensuring timely escalation and resolution of complex issues.
  • Foster collaboration and teamwork between OJD’s other operational, programmatic, and public service functions to ensure seamless work toward accomplishing OJD’s strategic objectives and a positive work environment.
  • Analyze workflows and identify opportunities to streamline processes, reduce costs, and improve service delivery.
  • Implement best practices and continuous improvement initiatives across all operational areas.
  • Coordinate development of biennial budget requests, ensuring adequate funding for operational needs.
  • Prepare data-driven analyses and recommendations to support budget requests.
  • Facilitate preparation of proposed biennial budget and budget-related presentations to the legislature.
  • Collaborate with fiscal leadership to align budget strategies with OJD’s strategic plan and legislative priorities.
  • Design and implement comprehensive performance measures and feedback mechanisms in collaboration with court and division leaders.
  • Support organizational culture that embeds data analytics into operational decision-making to inform strategy and resource allocation.
  • Create processes for collecting, validating, and analyzing data across courts and divisions to identify trends, predict resource needs, and inform policy decisions, strategy and resource allocation.
  • Use data insights to guide budget development, workforce planning, and technology investments, ensuring that organizational priorities are evidence-based.
  • Represent operations in executive meetings, committees, and external forums.
  • Build and sustain effective relationships with internal and external stakeholders, including judges, trial court administrators, and legislative and executive branch partners.
  • Provide clear, accurate information to support legislative, judicial, and public inquiries related to OJD operations.
