About The Position

Under direction and reports directly to the Court Administrator, is the lead administrator of the Wills/Estates and Mental divisions of the Probate Court. Performs a variety of high level administrative, managerial, and supervisory duties and functions in the operation and organization of the Probate Court, including personnel management, fiscal management, case flow management, file maintenance, and equipment/office space management. Reports, reviews and analyzes court caseloads and establishes procedures for efficient processing. Initiates operational improvements to Court operations and supervises implementation.

Requirements

  • Master’s degree from an accredited college or university in Public Administration or related field or Juris Doctor Degree from an American Bar Association accredited college or university
  • A minimum of five (5) years of experience in a court or legal setting
  • A minimum of three (3) years of previous supervisory experience
  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
  • Knowledge of: Applicable statutes, including Revised Probate Code and Michigan Court Rules
  • State Court Administrative Office approved forms, court procedures and requirements
  • Personnel and budget management techniques and practices
  • Probate Code and Court rules and statutes relating to mental health proceedings
  • Microsoft Office, Google and current Court case management systems
  • Skill in: Interpersonal skills necessary to develop and maintain effective and appropriate working relationships with elected officials, Administrators, Department Heads, staff, union officials and the public

Responsibilities

  • Determines the goals, objectives, and operational priorities of the Probate Court.
  • Recommends adoption of and ensures compliance with established court management policies, procedures, and program review techniques to ensure the efficient administration of the Wills/Estates and Mental divisions of the Probate Court.
  • Supervises, assigns, monitors, trains and evaluates the work activities of assigned staff.
  • Confers with the judges on pending matters of procedure, caseload requirements and possible alternate uses of Court resources; provides judges with updated information regarding general court operations, administrative concerns and progress toward identified goals.
  • Supervises and participates in the intake, review and filing of legal documents pertaining to estates, commitments, guardianships and other related matters.
  • Performs administrative functions such as financial management, personnel management and caseflow management for the Wills/Estates and Mental divisions of the Probate Court.
  • Receives, reviews and files legal documents pertaining to estates and commitments.
  • Prepares analysis and reports describing court performance and organizational methods in all active program areas, including identifying trouble spots and recommendations for corrective action.
  • Acts as a liaison for the Probate Judges to the County Executive, Board of Commissioners, Human Resources and Labor Relations, and Finance departments for legislative matters, personnel issues and fiscal concerns and projections.
  • Analyzes the Probate Court’s data processing needs and discusses requirements with Management Information Services representatives to determine appropriate changes.
  • Compiles information for and prepares a recommendation of an annual Probate Court budget and presents to the judges; administers the approved budget for the Wills/Estates and Mental divisions of the Probate Court.
  • Participates in public speaking engagements to educate the public regarding the duties and responsibilities of the Probate Court.
  • Participates in various organizations concerned with studying and proposing changes in state and federal legislation affecting the Probate Court.
  • Participates in continuing job-related education.
  • Assists the public by answering questions and issuing information as needed.
  • Operates an automobile while performing assigned job duties.
  • Performs related duties as assigned or by statute.
