About The Position

This position works under the general administrative direction of the Administrator of Land Use and Development Services, in a typical office setting, assisting the administration of the office, Unified Development Code, Memphis Landmarks Commission, the City’s Comprehensive Plan, and other relevant plans and codes. The Deputy Administrator provides leadership in promoting architectural and urban design principles and standards in accordance with relevant plans and codes. This is an appointed position.

Requirements

  • Seven (7) years’ experience required.
  • Bachelor’s degree from an accredited college or university in City or Regional Planning, Architecture, Urban Design, Historic Preservation, OR
  • An equivalent combination of related education and/or experience.
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
  • Thorough knowledge of applicable local and state laws, rules, and regulations regarding land use, zoning, architectural plans, and permitting.
  • Ability to read and interpret architectural plans and drawings.
  • Demonstrated ability to effectively and successfully deal with various levels of government, businesses, organizations, and the public pertaining to design, planning, and permitting activities.
  • Ability to be a collaborative decision-maker, including creating an atmosphere of cooperation with a diverse group, and working through complex situations effectively.
  • Demonstrated ability to handle politically sensitive issues.
  • Knowledge of the principles and practices of architecture, urban design, and city and regional planning.
  • Ability to work on plans and objectives, identify problems, and make changes as required.
  • Ability to communicate clearly and effectively, both orally and written, and effectively make presentations to committees, boards, and executive management and administration.
  • Must possess a valid Tennessee driver’s license or secure one upon date of employment.
  • All employees hired after September 1, 1986, must be residents of Shelby County and shall continue to reside in the County as a condition of their employment.

Responsibilities

  • Assists the Administrator in directing activities of the Land Use and Development Services department pertaining to zoning, subdivisions, permit issuance, building plans for residential and commercial applications, and sign/zoning permit and compliance.
  • Leads architectural and urban design services provided by the department planners to applicants and customers. Provides leadership in architectural and urban design for community, corridor, area, and city/county plans, working with a cross-functional team.
  • Leads the provision of technical assistance to property owners, architects, contractors, etc., regarding design and development review.
  • Leads the provision of architectural and design review assistance to agencies of the city and county government by assignment.
  • Serves as Secretary to the Memphis Landmarks Commission and other design - related bodies, as necessary.
  • Develops and administers the City’s plans to protect and enhance historic structures and districts. Drafts or contributes to design guidelines based on standards consistent with the Comprehensive Plan and historic overlay districts.
  • Makes recommendations to the Memphis Landmarks Commission, Land Use Control Board, Board of Adjustment, City Council, County Commission, and other bodies as applicable regarding applications submitted, potential historic districts, and design guidelines and standards.
  • Makes oral and written presentations as required to various public bodies, community organizations, trade groups, and private groups.
  • Performs lead responsibilities for a project or team by assignment and assumes the responsibilities of the Administrator in his or her absence.
  • Performs other related duties as required or directed.
