About The Position

The Jacksonville Aviation Authority (JAA) welcomes applications for the position of Planning & Environmental Administrator through midnight on Sunday, March 1, 2026. Job Summary This is professional environmental work in ensuring the successful execution of the environmental programs of the Jacksonville Aviation Authority (JAA) and its four-airport system. The work requires knowledge of the principles, practices, methods and techniques in the development and implementation of environmental rules and regulations, and the monitoring of environmental legislation which is gained through a combination of education, training and experience in the field. Contacts with others require courtesy, tact and skill in understanding others to effectively represent the JAA’s interests when interacting with consultants, tenants and the public. The work is subject to clearly defined policies and principles, but the employee is required to exercise judgment in accomplishing the objectives of the environmental programs which he/she manages. The work is mostly performed in an office environment where the employee operates a computer and other standard office equipment. The work is performed under limited administrative direction where the work is subject to operating plans, objectives and functional policies, and is reviewed in terms of feasibility, compatibility and effectiveness in meeting program requirements. There is some field work required with this job, mainly assessing conditions and overseeing project management activities. This is an individual contributor position which reports to the Sr. Manager of Aviation Planning.

Requirements

  • Knowledge of the principles, practices and methods used in conducting studies, projects and programs related to environmental regulation and enforcement activities.
  • Familiarity with NEPA and FAA environmental review processes, including preparing and evaluating planning-related documentation in compliance with FAA guidelines.
  • Knowledge of legal concepts, research procedures and terminology.
  • Knowledge of federal, state and local environmental laws, rules and regulations.
  • Knowledge management and administration principles.
  • Proficiency in MS Office (Word, Excel, Power Point etc.)
  • Ability to navigate environmental issues as they arise to achieve effective resolutions.
  • Ability to anticipate potential problems arising during the general operations of the airport system and mitigate those problems to maintain compliance.
  • Ability to plan, organize, assign, coordinate, review and evaluate the work of consultants and contractors.
  • Ability to forecast program needs and prepare, administer and monitor budgets and schedules.
  • Ability to analyze data and report information in a concise and timely fashion to solve problems and assist in solutions.
  • Ability to work well with individuals who have divergent interests in a team environment.
  • Ability to communicate effectively, verbally and in writing.
  • Bachelor’s degree in environmental management or a closely related field and 10 years of environmental program management experience or an equivalent (14 years) combination of experience and education
  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge
  • Florida Class E Driver’s License may be required and must be maintained

Nice To Haves

  • Qualified Airport Wildlife Biologist
  • Occupational Safety and Health Administration (OSHA) certification preferred
  • Asbestos O&M Program Planner and Inspector Certification preferred

Responsibilities

  • Ensures JAA facilities are maintained in compliance with all Federal, State and local regulations and ordinances, and in an environmentally safe manner for inhabitants.
  • Coordinates, supervises and reviews the work of consultants and sub-consultants to ensure compliance with the approved scope of work.
  • Manages the JAA’s Forestry Management Program to ensure the JAA’s interests are protected.
  • Manages the JAA Asbestos O&M Program, supervising and guiding the consultant’s work.
  • Assists the Operations department in conducting Tenant Compliance Inspections.
  • Manages the JAA Storm Water Pollution Prevention Program.
  • Works with the engineering professionals within the department on FAR 77 obstruction and land use issues to ensure compliance with FAA procedures and policies.
  • Assembles and submits airspace study checklists.
  • Conducts environmental coordination and progress meetings.
  • Maintains contact with consultants and JAA’s internal customers to ensure their needs are met.
  • Performs other related duties as required.
