About The Position

The primary purpose of this position is to serve as the principal point of contact and liaison for activities related to providing operation of (includes problem resolution), and support to organizations using the Defense Travel System (DTS). Acts as the Lead Defense Travel Administrator (DTA) for DTS, Reserve Travel System (RTS) for all users assigned to the wing/group.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.   • This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements
  • Work is very high visibility and occasionally involves interaction with senior and general officers and their support staff.
  • In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
  • SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems.
  • Examples of specialized experience includes In-depth knowledge is required of the implementation, planning, organizing, and coordinating of the Defense Travel System.
  • Knowledge of a body of standardized rules, instructions, and regulations to determine the allowance of entitlements, charges, and correct procedural course of action.
  • Knowledge and skill in analyzing and evaluating DTS data and the impact on DoD travel and military pay entitlements, the organization's obligation authority, recovery of overpayments and resolution of non-payment of travel and transportation entitlements.
  • FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
  • NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
  • KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • 1. Knowledge of complex procedures and rules concerning payment of government claims (e.g., travel, HHG) and comprehensive financial and accounting processes and procedures; skill and ability to interpret these regulations and procedures related to voucher examining.
  • 2. Knowledge of commonly used accounting methods, practices, procedures, regulations, laws, policies, and processes related to pay and administration activities including accounting, accounts payable, travel pay, military pay, and civilian pay.
  • 3. Knowledge of travel pay rules and procedures to effectively implement, maintain and interact with the Defense Travel System to include travel processes related to DTS and per diem. Analyzing manual processes related to DATE: 09/19/2023 DAF Form 1003, 20220829 Prescribed by: DAFI36-1401 CORE PERSONNEL DOCUMENT processing and computing entitlements for travel pay and related actions and extensive knowledge of travel regulations, policies, and procedures to include the Joint Federal Travel Regulation, Joint Travel Regulation, and the Department of Defense Financial Management Regulation.
  • 4. Joint Military System, Government Accounting and Financial System, Automated Reserve Orders Writing System); skill and ability to train others on these systems and troubleshoot problems encountered by other users on the systems. And knowledge of the provisions of the Privacy Act of 1974, as amended, and covered by applicable Air Force Instructions.
  • 5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures. And ability to effectively communicate orally and in writing and to maintain good working relations. And ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
  • Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
  • Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
  • You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities

  • Serves as the Lead DTA and provides sustainment of DTS for the unit and geographically separated units.
  • Monitor functional aspects of DTS to ensure continued successful operation.
  • Review and examine all travel claims submitted by unit members. Verifies personal information is correct, such as: address, phone number, email address, bank information, split disbursement to GTC card is annotated on voucher.
  • Examines and verifies for adequacy, legality, propriety, and completeness a full range of vouchers and documentation for travel and travel-related expenses and shipment/storage of household goods.
  • Monitors user information and controls user access to Privacy Act Information and travel documents.
  • Establish the Certifying Officer appointment process.
