Requirements

8+ years of experience as a U.S. Navy Officer
Experience identifying and prioritizing capability gaps in line with fleet objectives
Experience creating robust test plans with clear hypotheses, metrics, and tactical scenarios to produce defensible data
Experience developing high-quality written analysis such as naval doctrine or concepts of operation that align with the Navy's strategic mission
Knowledge of the defense acquisition process, including OPNAV funding, development pathways, and the roles of program offices
Ability to build cross-organizational relationships to align technology investments with warfighter needs and accelerate capability delivery
Ability to travel up to 10% of the time
TS/SCI clearance
Bachelor's degree

Nice To Haves

Experience serving on a numbered fleet or major staff
Ability to conduct capability assessments using the DOTMLPF-P framework and identify and mitigate associated technical, operational, and programmatic risks
Ability to work in a highly dynamic, fast-paced environment with aggressive project timelines
Master’s degree
