About The Position

The Utah Division of Child and Family Services (DCFS) is looking to fill a Region Director, DHHS Administrator position for Western Region. Region Directors (DHHS Administrators) act as program administrators within the Division of Child and Family Services (DCFS), a large division, requiring regional structure and staff to deliver DCFS programs. They direct the development of policies and programs for the region, assess overall program needs, resolve citizen complaints, represent the division to communities and at conferences, develop and manage the region's budget, and typically serve on the executive staff and have a major role in developing and implementing executive policy and related matters. This position may be eligible to work a hybrid schedule of both in-office and telework days. Please note, a position’s eligibility for hybrid work is established by agency management and is subject to change at their discretion at any time and for any reason. The State of Utah requires all employees to physically work inside the State of Utah Boundaries.

Requirements

  • Ten years of professional work experience with DCFS, or similar child welfare organization or human service related organization; OR a bachelor’s degree, or higher, in a human services or related field, with four to six years of professional work experience with DCFS, or similar child welfare organization, equaling ten years of experience and education.
  • Foundational knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Adept at interacting professionally with all levels of management while managing a diversified workload and challenging situations.
  • Able to present and articulate thoughts and ideas clearly, both verbally and in writing, to prevent misunderstandings and ensure all parties are aligned.
  • Able to break down intricate issues into manageable parts to identify root causes, develop innovative solutions, and implement effective action plans. This skill set goes beyond simple troubleshooting, requiring a combination of analytical, creative, and critical thinking.

  • A current Licensed Clinical Social Worker (LCSW) license or its equivalent
  • Professional work experience developing policies and/or child welfare or human service programs
  • Professional work experience evaluating operations, programs, processes and/or practices for quality and effectiveness.

Responsibilities

  • Develops, coordinates, and directs DCFS plans, policies, mission, goals, vision, and expectations of the division; prepares and updates plans and priorities.
  • Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
  • Negotiates or mediates issues with internal and/or external agency representatives, and/ or concerned outside parties or their representatives. Settles or resolves issues or complaints.
  • Plans, organizes, and directs overall workplace functions; coordinates time, vacation schedules and staff coverage; establishes workplace procedures; authorizes billings/expenditures; maintains records; arranges for equipment maintenance, etc.
  • Monitors agency or program budget including revenues, expenditures and budget projection, etc.
  • Represents the agency with federal, state, and local government units, in the media, or with private organizations.
  • Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
  • May include performing 24-hour-on-call services as needed under supervisor's direction. 24-hour on-call service assignments may be based on, and subject to, geographic employment location and/or agency demand.
  • Other duties as assigned.
