About The Position

The Oregon Department of Human Services is seeking a Database Engineer to join their team. This position is responsible for ensuring the ODHS data infrastructure is secure, reliable, efficient, and scalable to support high-quality reporting, advanced analytics, and self-service BI capabilities. The role involves transforming complex transaction data into well-structured data warehouse models, including star schemas and semantic layers, to aid agency-wide decision-making and equity-focused outcomes. The Database Engineer will also contribute to modernizing the ODHS data infrastructure, including migrating from on-premises data warehouses to the Snowflake cloud data platform. As a technical expert within the ODHS Data Office, this position collaborates with BI developers, data engineers, data analysts, database administrators, and external partners to design, develop, and implement integrated data solutions. This includes supporting cloud data migration, workflow automation, data modeling, data governance, security, and other strategic initiatives.

Requirements

• Six (6) years of information systems experience in: Experience analyzing business processes and data requirements and translating them into conceptual, logical, and physical data models; designing and implementing data warehouse solutions; and developing governed semantic models to support enterprise reporting, analytics, and self-service business intelligence.
• An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND; four (4) years of information systems experience in: Experience analyzing business processes and data requirements and translating them into conceptual, logical, and physical data models; designing and implementing data warehouse solutions; and developing governed semantic models to support enterprise reporting, analytics, and self-service business intelligence.
• A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in: Experience analyzing business processes and requirements and translating them into conceptual, logical, and physical data models; designing and implementing data warehouse solutions; and developing and implementing semantic models to support enterprise reporting, analytics, and self-service business intelligence.
• Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Nice To Haves

• Advanced experience designing and developing enterprise data warehouse solutions using SQL Server, Snowflake, or similar relational and cloud data platforms.
• Experience designing and implementing ETL/ELT workflows and data integration solutions using SQL, Azure Data Factory, Python, or similar technologies.
• Experience analyzing business processes and requirements and translating them into conceptual, logical, and physical data models, including dimensional models and star schemas.
• Experience designing, developing, and implementing Power BI semantic models, including relationships, measures, DAX, and row-level security (RLS), in collaboration with business partners and BI developers.
• Experience applying data governance, security, metadata, data lineage, performance, and DevOps practices to enterprise data solutions.
• Strong communication, collaboration, and knowledge-sharing skills, including the ability to work directly with business partners, explain technical concepts, mentor peers, support onboarding, and help resolve complex technical issues.

Responsibilities

• Collaborate directly with ODHS program business partners to understand business processes, workflows, data needs, and reporting requirements.
• Translate business processes and requirements into conceptual data models and develop logical and physical data models that accurately represent business needs and support enterprise reporting and analytics.
• Design, develop, and implement Power BI semantic models based on business requirements and enterprise data models.
• Identify and integrate data from multiple sources and design data solutions optimized for performance, scalability, reliability, security, and ease of use.
• Design, develop, and maintain data solutions across on-premises SQL Server and cloud-based Snowflake environments, including supporting the migration and modernization of existing data warehouse solutions.
• Establish and document standards for role-based access control (RBAC), encryption, data masking, metadata management, data lineage, data documentation, and other data governance and security practices.
• Apply data warehouse and database best practices for indexing, partitioning, clustering, performance, scalability, reliability, and cost effectiveness.
• Troubleshoot complex database and data warehouse issues and recommend scalable and cost-effective solutions.
• Collaborate with DBAs, data engineers, BI developers, reporting teams, business partners, and leadership to design and implement data solutions that meet organizational and reporting needs.
