About The Position

The Database Architect will act as a strategic partner to the Director of Information Systems Architecture and Senior Leadership at the Arkansas Center for Health Improvement (ACHI), bridging complex business objectives with high performance technical execution. Serves as a primary advisor on data governance and health informatics, orchestrating seamless collaboration between internal stakeholders, external partners, and cross-functional teams to drive organizational mission and operational excellence.

Requirements

  • Bachelor's degree in computer science or related field and five (5) years in relational database experience in Microsoft Access, MySQL, Microsoft SQL, C, C++, C#, Visual Basic, FileMaker, Oracle, Sybase, or Informix - OR - a High School diploma/GED equivalent and nine (9) years of experience listed above.
  • Master’s degree in computer science, data management, public health, business administration or related field
  • Comprehensive knowledge of: data integration solutions, specifically in technology and information systems

  • Deep technical literacy and understanding of health insurance claims data and provider data.

Responsibilities

  • Act as a trusted advisor to ACHI Senior Leader, assessing existing infrastructure, translating business needs into technical solutions and guiding future operations.
  • Assist Director of Information Systems Architecture and ACHI leaders with aligning operational data solutions with organizational mission and vision by designing and executing scalable strategies to address complex policy and research initiatives.
  • Advise on critical gaps and systemic vulnerabilities, assist with developing comprehensive, long-range strategic plans to resolve complex challenges.
  • Assist with creation of robust technical documentation systems such as manuals, FAQs, and self-service support resources- to streamline institutional knowledge transfer.
  • Advise and provide strategic oversight for the Arkansas All Payer Claims Database (APCD), Arkansas Health Data Initiative (HDI) and the Healthcare Transparency Initiative (HTI) systems.
  • Advises Director of Information Systems Architecture and Senior Leadership on operational continuity and oversight of the of system security, backup protocols, and network administration, ensuring the resilience of mission -critical infrastructure.
  • Other duties as assigned.
