About The Position

The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services including Information Technology project delivery, maintenance and support. This position is within the DTMB Agency Services area supporting MDE, CEPI, MCSC, MDCR, & MiLEAP. This position is the Subject Matter Expert (SME) for the Center for Educational Performance and Information (CEPI) data collection systems and requires considerable independent judgment directing and coordinating the appropriate data administration and management methods, practices, procedures and tools, to complete the required assignments. Expertise is required in Microsoft SQL Server database support. This position is heavily involved with strategic and tactical information design, the analysis of business areas, security, and data modeling to meet data collection needs. Responsibility includes the identification, analysis, categorizing, synthesis, design and productive use of business information. In addition, this position is responsible for enforcing/ensuring that the architectural frameworks are properly implemented and enforced. The specialist is required to collaborate with business clients and the Department of Technology, Management and Budget (DTMB) professionals to develop system requirements, perform analysis activities, make recommendations for process and business flows, and develop consensus on both business and systems requirements. They serve as the primary contact to champion of needs of the business client and ensure adherence to DTMB standards throughout the software development life cycle. Requirements

  • Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
  • Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
  • An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
  • At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Responsibilities

  • Directing and coordinating the appropriate data administration and management methods, practices, procedures and tools, to complete the required assignments.
