About The Position

Acting as the Senior Manager of Governance & Business Management leads the frameworks, processes, and people that keep IT initiatives aligned to business strategy, delivered predictably, and adopted successfully; oversees a multi‑disciplinary team spanning Business Analysis & Demand Management, Project Management Office (PMO), Change & Release Management, IT Product/User Training, and Quality Assurance and partners closely with Quality Assurance Testing; owns portfolio governance, standards, tooling, and performance reporting to drive transparency, compliance, and measurable outcomes across the IT–Business Services Office.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years college preferably with courses in computer science, management information systems, mathematics or statistics supplemented by a master's degree in computer science or a related field and two years of managerial experience in a computer-based management information system.
  • Requires thorough knowledge of management information systems, data base administration, systems analysis and computer communication systems.
  • Requires thorough knowledge of the principles of organization, management and administration.
  • Requires extensive knowledge of research and statistical procedures, program budgeting and systems modeling.
  • Requires ability to implement program evaluations or system assurance.
  • Requires ability to anticipate and resolve managerial problems.
  • Requires willingness to travel and possession of a valid Illinois driver’s license.
  • Requires the ability to lift, carry, and push/pull 0 – 50lbs.
  • Applicants must be authorized to work in the United States; the Office of the Secretary of State will not complete certification and/or sponsorship requests.

Responsibilities

  • Lead IT governance processes, portfolio alignment, executive reporting, and strategic planning.
  • Manage project delivery standards, methodology, resourcing, and performance reporting.
  • Oversee intake, prioritization, requirements standards, and demand/capacity balancing.
  • Govern change control, release readiness, deployment scheduling, and risk mitigation.
  • Direct training strategy, adoption planning, user enablement, and measurement of value realization.
  • Define QA standards, test strategy, and defect management; partner with QA Testing.
  • Maintain audit-ready controls, ensure policy compliance, and manage portfolio financials and vendor performance.
  • Coach and develop team leads and staff; foster continuous improvement and team engagement.
  • Performs other duties as assigned.
