About The Position

The Department of Transportation and Public Facilities (DOT&PF), Data Modernization & Innovation Office (DMIO) is seeking a Transportation Planner 2 to help us Keep Alaska Moving! This position can be filled in Juneau, Fairbanks, or Anchorage. The role involves leading and coordinating department-wide initiatives to improve business processes, data management, technology use, and organizational effectiveness. The successful candidate will bring staff together to identify challenges, evaluate options, and develop solutions for complex business and operational issues. This includes analyzing existing processes, identifying improvement opportunities, and facilitating the implementation of practical changes. Building relationships across program areas, fostering collaboration, and developing standards, guidance, and documentation for consistency, accountability, and continuous improvement are key aspects of the role.

Requirements

  • Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance (Project Management).
  • Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches (Requirements Analysis).
  • Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals (Partnering).
  • Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems (Budget Administration).
  • Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise (Technical Credibility).
  • Knowledge of the concepts, theories, and practices used in the planning, designing, construction, and adaptation of outdoor features, taking into consideration recreation planning, requirements, aesthetic value, and compatibility with other developments and resources (Landscape Architecture).
  • Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits (Transportation).
  • Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis (Transportation Engineering).
  • Influences, motivates, and challenges others; adapts leadership styles to a variety of situations (Leadership).
  • Post-secondary education in urban, regional, transportation, or landscape planning; AND/OR Experience in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geographic information systems; housing administration; grant administration; accounting; business management; or research.
  • This experience should include some combination of the design of research projects, setting standards for technical adequacy, and/or coordinating the planning contributions of lower level planners or other agencies, multi-modal transportation planning, and/or Capital Improvement Program (CIP) development and control.
