About The Position

J.S. Perkins Consulting (JSPC) is supporting the Defense Health Agency Chief Data and Analytics Office in building an enterprise data orchestration layer for the Military Health System. The work connects DHA clinical and operational source systems to the War Data Platform, then curates that raw data into governed, well-documented silver and gold data products that mission users can trust and reuse. The model is federated: data stays with its authoritative owners, and the orchestration layer makes it discoverable, interoperable, and consumable through catalogs, APIs, and a data product marketplace. This role owns the front end of the delivery pipeline. You will lead requirements discovery across multiple mission domains, set the standard for how requirements, mappings, and data product documentation are produced across the team, and represent the delivery team in Government data governance discussions. You will also stay hands-on. Senior analysts on this program profile data themselves, write their own SQL, and can prove or disprove a requirement without waiting on an engineer.

Requirements

  • 10 or more years of business analysis, data analysis, or data product experience supporting analytics, reporting, or data integration work
  • 5 or more years translating business or mission requirements into technical data requirements, including source-to-target mappings and documented business rules
  • Expert-level ability to write and debug complex SQL independently, including multi-source joins, aggregations, window functions, and common table expressions
  • Demonstrated experience leading a requirements or analysis workstream, including setting standards and reviewing the work of other analysts
  • Experience defining data quality frameworks, validation criteria, and acceptance testing for delivered data products
  • Working proficiency with modern data platforms such as Databricks, and a solid working understanding of ETL and ELT pipeline design, data modeling, and curated data layer patterns
  • Experience producing and reviewing high-quality written artifacts for Government audiences, including requirements documents, mapping specifications, and data product documentation
  • Experience working in an agile delivery environment and managing a prioritized requirements backlog across multiple teams
  • Strong client-facing communication skills, with the ability to work credibly with senior Government stakeholders and technical delivery teams
  • Ability to lead a workstream, manage competing priorities, and drive work to resolution in a fast-moving environment
  • Bachelor's degree in Health Informatics, Information Systems, Business, Analytics, Public Health, or a related field
  • U.S. citizenship, and the ability to obtain and maintain a DoW Secret clearance

Nice To Haves

  • Active DoW Secret clearance or higher at time of application
  • Master's degree in a related field is strongly preferred
  • Experience with Python (Pandas or PySpark preferred) for data profiling, validation, or transformation work
  • Experience supporting DHA, the Military Health System, Defense Health Program, VA, or other federal healthcare data environments
  • Familiarity with health data standards and domains such as HL7 or FHIR, ICD-10, CPT, or claims and encounter data
  • Experience with Advana, the War Data Platform, Palantir Foundry, or similar DoW data environments
  • Experience supporting federated or data mesh governance models, authoritative data source designation, or enterprise data catalog and marketplace efforts
  • Experience with data governance roles and artifacts such as data stewardship, data cards, model cards, or the DoD Responsible AI Toolkit
  • Experience building or validating dashboards and reports in Power BI, Tableau, Qlik, or similar tools
  • Experience handling PHI and PII under HIPAA in a regulated environment

Responsibilities

  • Lead requirements discovery across clinical, operational, financial, and readiness domains, working directly with Government functional owners and data stewards
  • Own the quality and consistency of requirements artifacts across the team, including source-to-target mappings, business rules, transformation logic, and acceptance criteria
  • Set and enforce standards for data product documentation, data dictionaries, business glossaries, and the metadata required for enterprise catalog registration
  • Define data quality frameworks and validation approaches with senior engineers, and confirm that delivered silver and gold data products meet them
  • Perform hands-on profiling, validation, and analysis in SQL and modern data platform tooling to resolve requirements questions independently
  • Prioritize and sequence the requirements backlog across multiple pipeline and product teams, balancing mission urgency against data readiness
  • Represent the delivery team in Government data governance forums, working with Data Domain Owners, Data Domain Stewards, and IT Data Custodians on definitions, access, and authoritative source questions
  • Identify data gaps, source system constraints, and governance blockers early, and bring the Government a recommended course of action rather than a problem statement
  • Mentor analysts on requirements technique, documentation quality, and hands-on data skills
  • Support user adoption of delivered data products, including walkthroughs, training material, and feedback loops with mission users
