About The Position

J.S. Perkins Consulting is seeking a Business Analyst to sit between the mission and the pipeline on a major Defense Health Agency data modernization effort. J.S. Perkins Consulting (JSPC) is supporting the Defense Health Agency Chief Data and Analytics Office in building an enterprise data orchestration layer for the Military Health System. The work connects DHA clinical and operational source systems to the War Data Platform, then curates that raw data into governed, well-documented silver and gold data products that mission users can trust and reuse. The model is federated: data stays with its authoritative owners, and the orchestration layer makes it discoverable, interoperable, and consumable through catalogs, APIs, and a data product marketplace. This role owns the translation problem. You will work with functional subject matter experts to understand what a clinical, operational, or readiness question actually requires, turn that into precise source-to-target mappings and business rules the engineering team can build against, and then validate that the delivered data product answers the original question. This is not a pure requirements-gathering job. You will be in the data yourself, writing SQL to profile sources, test rules, and prove out results before and after the engineers build.

Requirements

  • 3 or more years of business analysis, data analysis, or data product experience supporting analytics, reporting, or data integration work, with 5 or more years preferred
  • Strong hands-on SQL skills. You must be able to independently write, debug, and optimize complex queries, including multi-table joins, aggregations, window functions, subqueries, and common table expressions.
  • Demonstrated experience translating business or mission requirements into technical data requirements, including source-to-target mappings and documented business rules
  • Experience profiling and validating data, identifying quality issues, and defining data quality and acceptance criteria
  • Working familiarity with modern data platforms such as Databricks, and with how ETL and ELT pipelines are built and operated, sufficient to hold a credible conversation with engineers and to do independent analysis
  • Experience producing clear written artifacts such as requirements documents, data dictionaries, mapping specifications, and process documentation
  • Experience working in an agile delivery environment, including writing user stories and managing a requirements backlog
  • Strong communication skills, with the ability to elicit requirements from non-technical mission experts, translate them for technical teams, and reconcile differences between business intent and technical implementation.
  • Ability to manage multiple concurrent workstreams, navigate ambiguity, and drive assigned work to resolution without close supervision
  • Working knowledge of relational and dimensional data modeling concepts, including keys, relationships, grain, normalization, and fact and dimension structures.
  • Bachelor's degree in Health Informatics, Information Systems, Business, Analytics, Public Health, or a related field
  • U.S. citizenship, and the ability to obtain and maintain a DoW Secret clearance

Nice To Haves

  • Active DoW Secret clearance or higher at time of application
  • Experience with Python (Pandas or PySpark preferred) for data profiling, validation, or light transformation work
  • Experience supporting DHA, the Military Health System, Defense Health Program, VA, or other federal healthcare data environments
  • Familiarity with health data standards and domains such as HL7 or FHIR, ICD-10, CPT, or claims and encounter data
  • Experience with Advana, the War Data Platform, Palantir Foundry, or similar DoW data environments
  • Experience with data governance artifacts and roles such as data stewardship, authoritative data sources, data cards, or metadata catalogs
  • Experience building or validating dashboards and reports in Power BI, Tableau, Qlik, or similar tools
  • Familiarity with Jira, Confluence, GitLab, or comparable delivery and documentation tooling
  • Experience handling PHI and PII under HIPAA in a regulated environment

Responsibilities

  • Elicit and document data requirements from functional subject matter experts across clinical, operational, financial, and readiness domains
  • Translate business questions into technical data requirements, including source-to-target mappings, business rules, transformation logic, and acceptance criteria
  • Profile source systems directly using SQL to assess data availability, completeness, and fitness for the intended use before requirements are finalized
  • Define data quality rules and validation criteria with the engineering team, and test delivered silver and gold datasets against them
  • Build and maintain data dictionaries, business glossaries, data product documentation, and the metadata artifacts required for enterprise catalog registration
  • Perform hands-on data analysis and technical validation, including writing transformation queries, building validation notebooks, and supporting light pipeline development in Databricks.
  • Support user acceptance testing and work directly with mission users to confirm data products meet their needs before release
  • Write and refine user stories, maintain the requirements backlog, and participate in agile ceremonies with the pipeline and product teams
  • Serve as the day-to-day bridge between Government functional owners, data stewards, and the technical delivery team
  • Escalate data gaps, source system issues, and governance questions early, with a recommended path forward
