Navitas Business Consulting•Herndon, VA
•$150,000 - $200,000•Hybrid

About The Position

Navitas Business Consulting is hiring a Data Pillar Security Lead to support USCIS in building a Zero Trust data program. The role owns the data pillar from strategy through delivery: defining Advanced and Optimal maturity under CISA ZTMM v2.0, demonstrating maturity with evidence on an enterprise Databricks lakehouse, and helping turn data loss prevention policy into enforced controls during a Zscaler rollout. The lead serves as a technical point of contact for the security policy team, data platform team, SOC, and Chief Data Officer, bringing their work together into a coordinated plan. The position is hybrid, with two days per week in the office and minimal local travel, including one monthly trip to USCIS headquarters in Camp Springs, Maryland. Candidates must be U.S. citizens and obtain and maintain DHS/USCIS Public Trust suitability. An active Top Secret clearance is a plus.

Requirements

  • Bachelor’s degree in a related field, or four additional years of experience in its place.
  • At least 10 years of experience in IT or cybersecurity, including at least five years in data security, data governance, or DLP.
  • Hands-on experience designing and tuning an enterprise DLP platform; Zscaler is strongly preferred, and Purview, Netskope, Forcepoint, Symantec, or Palo Alto also qualify.
  • Experience with data classification, PII/SPII handling, and federal frameworks including ZTMM, NIST 800-207/800-53, and RMF/ATO.
  • Strong writing skills and comfort briefing senior government leaders.
  • U.S. citizenship and the ability to obtain DHS Public Trust suitability.

Nice To Haves

  • Active Top Secret clearance.
  • Experience with Databricks, Snowflake, or another lakehouse/data catalog platform.
  • DHS or USCIS experience.
  • Zscaler, Databricks, CISSP/CCSP, or CDMP certifications.
  • Experience migrating from a legacy DLP tool to SSE/SASE, working with GenAI data controls, or working with post-quantum cryptography.

Responsibilities

  • Own the agency’s data-pillar maturity baseline, KPIs, and roadmap across all eight data functions, and lead evidence-based assessments with system owners.
  • Strengthen Databricks Unity Catalog access controls, tagging, lineage, encryption, and auditing.
  • Work with the Chief Data Officer and data stewards to move access management from role-based access control toward attribute-based access control.
  • Design and tune DLP across web, endpoint, email, SaaS, and GenAI.
  • Migrate legacy DLP rules and run monitor-then-enforce pilots.
  • Connect DLP alerts to Splunk and SOC playbooks.
  • Map controls to NIST 800-53 and DHS 4300A, support authorization-to-operate work, and brief government leaders.
