About The Position

The New York City Mayor’s Office of Child Care and Early Childhood Education (OCCECE) is responsible for delivering on the Mayor’s Universal Child Care priority. This includes setting the Administration’s child care strategy, coordinating work across City agencies to deliver a high-quality early care and education system that is responsive to child care providers and meets family needs, collaborating with a range of partners internal and external to City government, and engaging with the public. The Office serves as a central hub for citywide policy implementation and coordination across more than a dozen agencies, including New York City Public Schools (NYCPS), Administration of Children’s Services (ACS), Department of Health & Mental Hygiene (DOHMH), and Department of Social Services (DSS), and fosters strategic partnerships with all levels of government, private entities, nonprofits, and foundations. The Office works closely with families and providers to ensure their voices are represented in the design and implementation of City policy and programs. While the agencies working in and around child care in NYC produce a lot of data, this data comes from different sources and must be carefully interpreted within the context of where it came from and what it reveals about the supply, demand, and quality of child care services in the five boroughs. You will collect, curate, analyze, interpret, and report child care data in order to monitor the health of the child care ecosystem, identify possible child care opportunities for improvement or issues that need attention, measure the success of various child care initiatives, and inform City leaders of what data they need to know in order to make the best possible decisions about child care in New York City. You will report to the OCCECE Chief Digital Strategist.

Requirements

  • Strong algebra and statistical skills.
  • Strong data analysis skills using both descriptive and inferential methods.
  • Strong data reporting and presentation skills, including the generation of dashboards of various levels of granularity.
  • Thorough knowledge of relevant software tools for data tracking and reporting, such as Excel and Power BI.
  • Excellent communication skills.
  • Ability to effectively partner with stakeholders in order to ensure data accuracy, quality, and relevance.
  • Knowledge about human services and government programs.
  • Ability to work in a multicultural environment with diverse stakeholders.
  • Bachelor's degree required.
  • 2+ years of experience working in data analysis and management.

Responsibilities

  • Document all incoming agency and publicly-produced data consumed by OCCECE, and keep this documentation up to date as data consumption evolves.
  • Create and maintain data dictionaries that articulate and contextualize the data consumed and produced by OCCECE.
  • Follow up with data sources if expected data is overdue.
  • Review new or refreshed data and work with the data source to resolve any detected anomalies, errors, or omissions.
  • Monitor data for possible program impact and trends, and report findings to OCCECE leadership.
  • Create dashboards and other reporting tools that track key KPIs over time and, in some cases, consolidate KPIs from multiple sources. Keep these dashboards and other tools current and continuously refine their data capture per OCCECE leadership guidance.
  • Work with OCCECE, agency leadership, and technical/data teams to identify additional data points to be captured as child care programs expand and evolve. Document data requirements for these new data captures.
  • Brief City Hall leadership on relevant data findings and trends in order to inform policy and operational decisions.
  • Use data and performance metrics to evaluate program effectiveness and prepare memos, briefings, reports, and presentations for senior leadership.
  • Manage external relationships, including with partner organizations, vendors, and child care sector stakeholders.
  • May supervise project staff, interns, or analysts, supporting team coordination and project execution.
