About The Position

Hope the Mission's ability to serve people experiencing homelessness depends not just on having good programs — it depends on being able to prove it. To funders, to partners, and to the communities we serve. Data is how that proof happens. The Data Manager makes sure that data is accurate, trustworthy, and actually useful across the entire program department. Reporting to the Director of Data & Evaluation, the Data Manager leads a team of Data Coordinators and quality assurance staff. They oversee data management, analysis, contract compliance, and HMIS systems. This role requires both technical skill and leadership ability — analyzing complex data sets, setting and enforcing quality standards, training staff, and turning findings into clear recommendations that program leaders can act on. The Data Manager works across all program areas to make sure participant records, funder reports, and compliance documents consistently meet the highest standard of accuracy. When data systems work the way they should, programs can spot gaps, make adjustments, and show their impact. The Data Manager builds and maintains the systems that make all of that possible — and in doing so, directly supports Hope the Mission's ability to keep growing the services that change people's lives.

Requirements

  • Proficiency in quantitative and qualitative data analysis, data systems, and data visualization
  • Working knowledge of HIPAA, the California Confidentiality of Medical Information Act (CMIA), and ADA standards
  • Strong analytical thinking, creative problem-solving, and project management skills
  • Proficient in Microsoft Office Suite, including Word, Excel, Access, and PowerPoint
  • Excellent written and verbal communication skills; able to present data clearly to varied audiences at all organizational levels
  • Highly collaborative; able to work effectively across teams and departments
  • Exceptional organizational skills and attention to detail
  • Bachelor’s degree in psychology, social work, public administration, human services, statistics, or other closely related field required
  • 2 years of experience in program evaluation, reporting, or data management
  • 1 year of experience with data systems such as HMIS, Exym, and Lightning Step or similar data bases
  • Background Screening – Employment is contingent upon the successful completion of background checks as required per worksite.
  • Drug and Alcohol Testing – Candidates must pass pre-employment and ongoing drug and alcohol screenings in accordance with company policy.
  • Motor Vehicle Record (MVR) Check – For roles requiring driving, employment is contingent upon an acceptable driving record (meeting criteria of HTM’s commercial insurance), a CA drivers license, and proof of vehicle insurance coverage.
  • Legal Eligibility to Work – Maintain proof of legal authorization to work in the US.
  • Compliance with Company Policies and HIPAA standards – All employees must comply with company policies, including safety, confidentiality, and conduct standards.
  • Must have reliable transportation.

Responsibilities

  • Collect, manage, and analyze program data using statistical techniques; maintain systems that optimize data quality and efficiency
  • Develop and implement data management policies and procedures in collaboration with leadership
  • Track outcomes and monitor progress against established program goals
  • Analyze program data to identify service strengths, gaps, and trends
  • Assist leadership in identifying and resolving data errors
  • Develop processes for new databases as additional contracts are secured
  • Design and produce regular reports tailored to varied audiences including program staff, board members, funders, and donors
  • Develop and submit funder deliverables and compliance reports accurately and on time
  • Review data reports submitted by supervisees for accuracy before distribution
  • Manage HMIS user access and ensure adherence to all HMIS policies and procedures
  • Conduct ongoing client file review and reconciliation in HMIS
  • Conduct spontaneous internal audits across all program sites to ensure contract compliance
  • Identify missing or incomplete documents required by contract for each client file
  • Summarize audit findings and patterns by program site; maintain an internal tracker of audited files
  • Develop and update monitoring checklists aligned with contract requirements
  • Support contract monitoring visits by compiling required documents and data in collaboration with leadership
  • Conduct file reviews for clients enrolled in non-government-funded programs as needed
  • Ensure all programs comply with HIPAA regulations and confidentiality standards
  • Maintain and communicate compliance standards and expectations to all program staff
  • Develop and deliver data training presentations for staff at all levels
  • Provide ongoing technical assistance to ensure staff meet documentation requirements
  • Disseminate updates related to data standards, documentation requirements, and system changes
  • Directly supervise a team of Data Coordinators and data quality assurance staff
  • Hire, train, coach, and develop direct reports
  • Facilitate collaborative meetings with data coordinators, service staff, and management to review KPIs, data integrity, and performance
  • Provide recommendations on process improvement and data compliance to program leadership
  • Perform other duties as assigned
