About The Position

The Payroll Unit is responsible for the accurate and timely collection and reporting of hours worked and leave taken by DOC employees in accordance with the Federal Fair Labor Standards Act, Family Medical Leave Act, State Personnel Rules, and DOC Administrative Regulations. The Work Unit oversees timekeeping practices for approximately 6,200 employees statewide and advises employees, supervisors, managers, etc., using the UKG products and programs. This Work Unit advises and trains DOC employees on rules and procedures regarding timekeeping and leave usage within the UKG systems and troubleshoots issues. This Work Unit supports the Department of Corrections to facilitate achieving its goals and objectives and upholds the spirit and letter of Colorado law, Equal Employment Opportunity laws, and philosophy of the DOC administration.

Requirements

  • Six (6) years of relevant experience in Payroll, Data Management, Finance Business Administration, Public Administration, or a related field.

  • Have NO felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609.
  • Applicants must have valid U.S. work authorization at the time of application
  • Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics
  • Possess the physical ability to successfully complete Defensive Tactics
  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security
  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner
  • Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders
  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments
  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings

  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule
  • TB (tuberculosis) screening is required of all new employees upon hire
  • Successful completion of a background investigation is required.

Nice To Haves

  • Payroll experience in Colorado State Government.
  • Experience with timekeeping and scheduling in UKG Dimensions and/or UKG Telestaff programs.
  • Demonstrated proficiency in Microsoft Excel.

Responsibilities

  • Develop, establish, modify and implement procedures to ensure system settings and maintenance policies, applications, and reporting requirements align with FLSA, FMLA, State Personnel Rules, and DOC Administrative Regulations
  • Work closely with DOC facility staff to ensure that data entered in the UKG programs align with the requirements of FLSA, FMLA, State Personnel Rules, and DOC Administrative Regulations
  • Assess timekeeping entry, using judgment for any problems detected
  • Anticipate and analyze the impact of errors found, working with DOC facility staff for solutions
  • Serve as a resource to DOC staff and supervisors and provide training as needed in all areas of UKG programs, FLSA, FMLA, State Personnel Rules, and DOC Regulations in regards to Payroll, timekeeping, and leave
  • Serve as a subject matter expert in all Payroll related programs, policies, and procedures
  • Oversee all correspondence to employees in regard to system access/application needs
  • Has final accountability for submission of the work product, including timeliness, correctness, and soundness
  • Research and seek out data collection methods available
  • Review all changes in policies and rules to assess necessary program and process changes along with planning implementation of changes with the Payroll Manager
  • Ensure strategic and coordinated data systems management, accuracy and integrity of data, and reporting of data to internal and external stakeholders by conducting reports on an ongoing basis which includes modifying existing reports or creating new reports
  • Other duties as assigned
