About The Position

The Baltimore Innovation Team (i-team) seeks a Data Lead to embed rigorous quantitative and qualitative analysis across all stages of our innovation work. This role blends applied research, analytic leadership, and project execution in service of more equitable and effective city services. The Data Lead will scope and conduct research, wrangle complex datasets, translate findings into clear insights, and support performance measurement for pilots and prototypes. This role works closely with designers, project managers, and external partners to ensure data meaningfully informs decision-making across city government. We are looking for a curious, collaborative analyst who can move quickly across topics, communicate clearly with diverse audiences, and approach data with a strong equity lens. Requirements

  • 3–5 years of experience using data to inform operational decisions or service improvement
  • Experience applying data to civic, policy, or equity-focused challenges preferred
  • Strong project management skills coordinating complex, multi-stakeholder work
  • Graduate training in a quantitative or policy field a plus, not required
  • Government experience a plus, not required
  • Ability to conduct statistical, spatial, financial, survey, and qualitative analyses
  • Comfort selecting the right level of analytical rigor for the problem at hand
  • Strong data storytelling and visualization skills for senior and operational audiences
  • Familiarity with tools such as Python, R, SQL, ArcGIS, Power BI (specific tools not required)
  • Excellent communication, collaboration, and time-management skills
  • Deep commitment to racial and socioeconomic equity
  • Humility and curiosity when collaborating across roles and lived experience
  • Clear understanding of both the power and limits of data
  • Resilience and adaptability in complex, high-impact work

  • Government experience
  • Knowledge of LLM tools and prompt iteration a plus.

Responsibilities

  • Integrate quantitative and qualitative analysis into all phases of the i-team methodology
  • Scope, collect, and analyze quantitative and qualitative datasets; conduct desk and literature research
  • Partner with the Civic Design Lead to plan and analyze qualitative research
  • Design surveys where data is limited or nonexistent
  • Identify key insights and translate them into actionable recommendations
  • Develop performance metrics for pilots and initiatives
  • Produce clear memos, reports, and visualizations for varied audiences
  • Manage analytic project plans and external research partnerships
  • Support team-wide project planning and coordination as needed.
