About The Position

We're seeking a highly skilled and experienced Health Payer Data Governance Technical Analyst to join our dynamic team at Blue Cross of Idaho. Our Analyst is responsible for driving data governance initiatives and ensuring the quality, integrity, and security of our organization's data assets specific to health payer operations. You will collaborate with cross-functional teams, including business stakeholders, data architects, data engineers, and IT professionals, to establish and maintain effective data governance processes and frameworks. Experience with a data intelligence platform such as Alation or Collibra is desired. Requirements

  • Bachelor’s Degree in Computer Science, Computer Information Systems, related field of study, or equivalent work experience (Two years’ relevant work experience is equivalent to one-year college)
  • International Degree equivalency
  • Applicable certification(s) as defined by the leader + 2 years additional experience
  • Associate’s Degree in Computer Science, Computer Information Systems, or related field of study, + 2 years additional experience
  • Analyst II: 2-4/+ years of relevant experience in data governance, data management, or a related field within a health payer organization.
  • Analyst III: Minimum of 4-7+ years of relevant experience.
  • Within the health payer domain, experience should also include:
  • Strong understanding of data governance concepts, principles, and best practices
  • Experience with data governance frameworks, data quality management, metadata management, and data classification, with a focus on health payer data
  • Proficiency in utilizing a data catalog such as Alation or Collibra for data governance purposes
  • Knowledge of healthcare insurance industry data standards, regulations, and compliance requirements (e.g., HIPAA, ACA, HITECH) for health payer data
  • Familiarity with data management technologies, database systems, and data integration techniques
  • Excellent analytical and problem-solving skills, with the ability to analyze complex data sets, SQL statements/queries, Identify data quality issues specific to our industry
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and communicate complex concepts to non-technical partners
  • Professional certifications in data governance, data management, or related fields (e.g., CDMP, DGSP) are a plus
  • Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced and dynamic environment

Responsibilities

  • Develop and implement data governance policies, standards, and procedures specific to health payer data to ensure consistent and reliable data across the organization
  • Collaborate with business stakeholders in health payer operations to understand their data requirements and translate them into data governance rules and guidelines
  • Work closely with data architects and data engineers to identify and document data flows, data sources, and data lineage within health payer operations
  • Establish and maintain data governance frameworks, including data quality, data classification, data security, and data privacy
  • Define and enforce data governance controls and access rights to ensure compliance with regulatory requirements, such as HIPAA and HITECH
  • Monitor and analyze data quality metrics and KPIs specific to health payer data to identify data quality issues and drive continuous improvement initiatives
  • Conduct data profiling and data quality assessments to identify data anomalies, inconsistencies, and data cleansing opportunities
  • Collaborate with IT teams to implement and leverage data governance tools and technologies, including a data catalog such as Alation or Collibra
  • Provide guidance and support to business units on data governance best practices, data management techniques, and data quality improvement
  • Participate in data governance committees and represent the data governance team in cross-functional projects and initiatives related to health payer data
  • Stay updated on industry trends, emerging technologies, and regulatory changes related to data governance, data privacy, and data security in the health payer domain
